On November 26, at a symposium presided over by Comrade Li Keqiang, he got straight to the point, saying: "Non-governmental organizations and 'grassroots organizations' understand the most authentic situations and the most subtle demands of the AIDS community. Listening to your opinions before the State Council holds an AIDS prevention work meeting will make our meeting more targeted."
Li Keqiang repeatedly emphasized at the meeting: "In the field of AIDS prevention and treatment, the role of social organizations is special and irreplaceable; and in many other fields, it is also necessary to give full play to the role of social forces and social organizations."
He said, "Economic development should give more play to the market's role, while social development should better leverage the power of society"; "Many things rely on the government to handle, but it may not be able to handle them well. We should more actively encourage the role of non-governmental social organizations and strengthen social construction through social system reforms."
Li Keqiang pointed out: "Non-governmental organizations not only need government support but also require funding from the United Nations and charitable organizations." To reduce the burden on non-profit non-governmental organizations, he asked the State Council AIDS Prevention Committee to take the lead, with the Ministry of Finance participating, to conduct research and take the lead in breakthroughs in the AIDS prevention field, gradually experimenting and promoting. But he also solemnly reminded every participant to take the lead in strictly abiding by the law, not to use a pretext to collect money for other purposes. Institutional design should be used to prevent behaviors not allowed by law.
At a previous symposium, in response to the common mention of funding difficulties by heads of non-governmental organizations, Li Keqiang requested the relevant departments attending the meeting to "make up for their funding difficulties by having the government purchase services from non-governmental organizations."
