Industry associations can connect peer enterprises from different departments and ownership types, forming true industry management. Industry associations have already begun to play a certain role in the economic governance of the service industry in our country, and some of these associations have played a significant role, but a complete industry management system has not yet been formed. Therefore, improving the management of service industry associations is an important aspect of achieving service industry management.
(1) Establishing a legal system for industry associations
Determining the legal status of industry associations is the first step in improving the organizational system of industry associations. If industry associations want to play an important role in the market economy system, they must be legally positioned. Otherwise, it will seriously restrict the role of industry associations. Therefore, it is necessary to formulate an Industry Association Law to promote the healthy development of industry associations.
(2) Focusing on the team building of industry associations
With the gradual deepening of political and economic system reforms, our country has put forward higher and higher requirements for the work of associations. Therefore, industry associations should focus on team building, attract high-quality talents to join the associations, form a multi-level talent structure including industry management, technology research and development, policy research, and service consulting; form a reasonable proportion of age structure, knowledge structure, and professional structure; strengthen professional training and professional ethics training for existing practitioners, and continuously improve their quality.
(3) Enhancing the independence of industry associations
Local competent departments in our country often use traditional administrative methods to manage industry associations, making it difficult for industry associations to get rid of the status of government-affiliated institutions and lacking independence. Competent departments should grant industry associations sufficient power, avoid overly strict control over specific affairs, give industry associations ample space for business activities, and bring them into the market-oriented track. This has profound significance for ensuring the healthy development of future markets.
(4) Fully exerting the functions of industry associations
Industry associations are spontaneous organizations whose functions are to assist the government in formulating corresponding industry standards, regulate industry operations, and reasonably use standards to protect enterprises from infringement. Organizations such as the Zhejiang Wenzhou Tobacco Products Industry Association and the Fujian Stone Industry Association have played a good role in international anti-dumping and product competition. Associations should also be able to perform their functions in statistics, research, information, etc., providing the latest policies, information, and credit services for the long-term development of enterprises.
