Sichuan Laundry Industry Standards Launched Province-wide, Laundry Dispute Compensation Now Has Standards to Follow
High-end Garments
For washing high-end garments valued over 2000 yuan, both parties must first agree; in case of disputes, consumers can claim full compensation based on the preservation value.
General Garments
For washing general garments, if damage or loss occurs, compensation negotiation will apply with a maximum depreciation rate of 75%.
For garments valued over 2000 yuan, compensation is contractually agreed; for general garments, the maximum depreciation rate is 75%. Detailed regulations cover washing, dry cleaning, ironing, and other processes... After a year of limited promotion, the first local laundry industry standard in western China and Sichuan's first service standard for the life service industry — Sichuan Laundry Industry Local Standard — is officially being implemented province-wide this month. From now on, consumers will have standards to rely on when quality issues arise with laundry services.
Province-wide Promotion
Both Small Shops and Large Chains Included
In July last year, Sichuan Province's local laundry industry standards began promotion in Chengdu, Dazhou, Yibin, and other places. "Previously, when clothes were damaged, lost, or not cleaned properly after washing, there were no corresponding standards for compensation or negotiation. There were even unwritten industry rules, where compensation for laundry quality issues was only ten times the washing fee," said Xue Zhaofeng, Vice President and Deputy Secretary-General of the Sichuan Laundry Industry Association.
It is reported that Sichuan Province's local laundry industry standards include "Sichuan Province Laundry Enterprise Grading Regulations," "Sichuan Province Laundry Service Quality Regulations," and "Sichuan Province Laundry Service Specifications." These mainly apply to 25,000 laundry enterprises across the province, ranging from small individual dry cleaning shops on the street to large brand laundry chain management companies, hotel laundry rooms, and related detergent production and supply enterprises.
Clear Compensation
High-end Garments Require Value Preservation Contracts
The "Sichuan Province Laundry Service Specifications" state that for high-end garments valued over 2000 yuan, luxury brand clothes, or antique and collectible clothing and accessories, both parties must sign a separate high-end garment value preservation contract. Laundry fees can be charged according to the value preservation for washing and ironing. If damage or loss is caused by the operator's responsibility, or if professional technical appraisal finds the laundry quality does not meet standards and directly affects the original quality of the garment irreparably, the operator shall compensate according to the value preservation contract.
"This means that when washing high-end garments, both parties must first agree. According to the value preservation contract template, consumers can claim full compensation based on the preservation value," said Xue Zhaofeng. At this time, consumers can provide proof of the garment's value; if not available, compensation will be based on the market value of similar or same-type garments.
For general garments, if damage or loss occurs due to the operator's responsibility, compensation should be negotiated based on purchase proof, with a maximum depreciation rate of 75%.
Service Requirements
Pant Seam Deviation Must Not Exceed 0.5cm
The standards also quantify washing processes such as water washing, dry cleaning, ironing, and dyeing. For example, whether dry cleaning or water washing, all types of garments must be disinfected. Requirements include no damage, no pilling (except for special loose-structure fabrics), no color bleeding, no odor, etc. After ironing, upper garments should appear naturally smooth without bubbles, deformation, wrinkles, scorch marks, or button marks. For lower garments, even the four pant seams must align with a maximum deviation of 0.5cm, and pant cuffs must be even.
Additionally, the standards classify laundry industry enterprises into special grade, first grade, second grade, and third grade. Xue Zhaofeng said that currently, enterprises self-declare their grade, which is then evaluated by the Sichuan Laundry Industry Association, with relevant departments also participating to provide comprehensive opinions.
How to Implement?
Recommended Standards, Training to be Launched
Regarding the promotion of the new standards, how well is the market aware? Yesterday morning, Chengdu Business Daily reporters visited multiple laundry industry stores in Chengdu. Most operators are still not very familiar with the new standards. "I've been in laundry for over 10 years, and disputes still occur once or twice a year," said Ms. He, who runs a laundry near Tianxiang Street. Previously, disputes were only coordinated through the consumer association, but compensation was negotiated between parties. "Now with these standards, both sides have a basis, which I think is very good."
It is reported that these standards are local recommended standards, not mandatory. How will they be implemented in the future? A relevant official from the Sichuan Provincial Department of Commerce said the industry association's role should be fully utilized to strengthen self-discipline in the laundry industry, encourage member units to actively promote and apply the new standards during operations, and increase publicity to allow social supervision. Xue Zhaofeng also stated that the next step is to conduct professional technical training for enterprises and use a batch of local standard demonstration stores to drive industry development.
