On June 24, the press conference for two local standards in Dalian's laundry and dyeing industry, "Technical Specifications for Laundry and Dyeing Services" and "Classification and Evaluation Specifications for Laundry and Dyeing Industry Grades," was held in the multifunctional hall of Dalian Kailai Hotel. More than 80 people attended the conference, including Ni Songfa, Deputy Secretary of the Dalian Service Industry Committee; Bi Yijun, Director of the Consumer Service Department; Du Qun, Deputy Director of the Dalian Administration for Industry and Commerce; Zhang Chuanrong, Deputy Secretary-General of the Dalian Consumer Association; Zhao Aidong, Director of the Standardization Department of the Dalian Quality and Technical Supervision Bureau; Huang Jianhui, Director of the Science and Technology Department of the Dalian Environmental Protection Bureau; Zheng Wei, Director of the Supervision Department of the Dalian Health Bureau; as well as leaders from various service departments in districts and counties of Dalian, representatives from various news media, and laundry and dyeing units.
June 24 is the third anniversary of the association's founding, and holding the local standards press conference on this day also gives this date special significance. The press conference was hosted by Wang Jidong, Secretary-General of the Dalian Laundry and Dyeing Industry Association. Dalian Laundry and Dyeing Industry Association President Xu Manli first gave a speech. In her speech, the president mentioned that currently, there is a wide disparity in the scale, service quality, and reputation of laundry shops in our city. Dry cleaning pretending to be water washing, substandard washing quality, and low-price competition are still common, causing adverse effects on the order of the laundry and dyeing market and failing to effectively protect consumers' rights and interests. Using standards to restrict and regulate is a way to follow the path of standardization. The Dalian Laundry and Dyeing Industry Association invited industry experts to discuss how to revise these two local standards and visited different types of laundry shops to collect opinions and finalize the revisions.
The "Technical Specifications for Laundry and Dyeing Services" redefines service quality and compensation standards, providing a basis for operators and consumers regarding laundry service quality and reflecting fairness and reasonableness in compensation standards. The "Classification and Evaluation Specifications for Laundry and Dyeing Industry Grades" classify laundry shops (factories) by grade, allowing consumers to choose laundry services at different star-rated shops. Both local standards also stipulate that operators and practitioners in the laundry and dyeing industry must meet professional technical grade requirements. The Laundry and Dyeing Industry Association will also take measures to increase training and exchange opportunities, gradually improving the quality of practitioners and service quality, thereby providing consumers with high-quality industry services.
Du Qun, Deputy Director of the Dalian Administration for Industry and Commerce and Vice President of the Consumer Association, spoke on behalf of the Dalian Consumer Association. He said: Currently, disputes caused by laundry and dyeing quality account for more than 80% of laundry and dyeing consumer complaints. The promulgation and implementation of the two specifications will play an important role in effectively resolving laundry and dyeing consumer disputes and protecting consumers' legitimate rights and interests. He also reminded consumers to continuously improve their self-protection awareness and ability in laundry and dyeing consumption, paying attention to the following aspects: First, try to choose laundry shops with standardized operations, complete service facilities, and high star ratings; second, when sending clothes for washing, actively ask the operator for a laundry receipt and clarify the content of the service document, such as agreed matters and dispute resolution methods, and keep the receipt properly. When storing clothes for preservation, if the original purchase invoice cannot be provided, agree on the preservation price with the operator in advance; third, when receiving washed clothes, carefully and thoroughly inspect the laundry quality in person, and raise any doubts promptly to avoid unclear responsibilities; fourth, be cautious when choosing discount services such as laundry cards and coupons to avoid losses caused by store closures or transfers.
Director Zhao from the Standardization Supervision Department of the Dalian Quality and Technical Supervision Bureau highly praised the formulation of laundry and dyeing industry standards from the perspective of the city's service industry standardization. He commended the Dalian Laundry and Dyeing Industry Association for actively communicating with business authorities and other administrative departments, fully utilizing administrative management functions and acting as a bridge and link, reasonably using standardization methods, seizing opportunities, focusing on social service hotspots, and doing a lot of solid and beneficial work in the formulation, promotion, and implementation of service standards. This has made a positive contribution to the standardization of the city's laundry and dyeing service industry, improving service levels and capabilities, and strengthening industry self-discipline.
At the end of the meeting, Bi, Director of the Consumer Service Department of the Dalian Service Industry Committee, praised the promulgation and implementation of the local laundry and dyeing standards from the perspective of the competent department as a new milestone in the standardization of laundry and dyeing services. It is of great significance in improving laundry service technology, enhancing service quality, reducing laundry disputes, and protecting consumer interests, and also serves as a reference and demonstration for other service industries. The Service Industry Committee will also strengthen management of the laundry and dyeing industry, establish a linkage mechanism with administrative departments such as industry and commerce, investigate and deal with illegal acts by enterprises, and protect consumer rights. Based on the release of standards, a system will be established, and other management measures will be formulated successively to guide the industry toward standardized management.
The Service Industry Committee will increase policy support for industry associations, guide the associations in standard formulation and training roles, and improve the overall development level of the industry. It also pointed out that new local enterprises will be registered and filed in the future, urging enterprises to continuously improve and develop, and those not registered will be investigated and publicly announced.
At the press conference, the attending leaders presented plaques to the four drafting units of the two specifications: Dalian Dama Laundry Co., Ltd., Dalian Niji Textile and Leather Care Workshop, Dalian Wanjia Laundry Co., Ltd., Dalian Sanyo Laundry Co., Ltd., and the three drafters Wang Jidong, Xu Yanmei, and Xiu Wei. After the meeting, the leaders, media, and enterprise representatives visited the stores and workshops of Dalian Niji Textile Care Workshop and Dalian Dama Laundry Co., Ltd.
The release of the two specifications focuses on establishing a future standard system for the city's laundry and dyeing industry, based on consumers' various practical needs for laundry and dyeing services, and clearly stipulates the behavior constraints for service providers and the criteria for measuring service levels and capabilities. The implementation of these two standards will effectively protect the legitimate rights and interests of consumers and laundry and dyeing service providers, improve service quality and levels, and is of great significance for promoting the healthy development of the city's laundry and dyeing industry.
The Dalian Laundry and Dyeing Industry Association will continue to promote the standards and start formulating other laundry standards, gradually improving the laundry standard system, playing an active role in regulating industry behavior, reflecting industry demands, and promoting industry self-discipline.
