According to the New Business Daily on November 25, 2008, incidents where laundry accidents occur but responsibility cannot be determined happen from time to time. Citizens no longer need to worry about this. Reporters learned yesterday at the "Laundry Technology Training and Exchange Demonstration" held by the Dalian Laundry Industry Association that the Dalian Laundry Accident Appraisal Professional Committee has recently been officially established. The committee mainly serves consumers citywide, engaging in the evaluation and appraisal of laundry accidents, determination and allocation of laundry accident responsibility, and mediation of disputes between consumers and businesses, thereby thoroughly solving the long-standing difficulty in laundry accident appraisals.
Leather jacket develops cracks, causing dispute
Half a month ago, Mr. Liu, a consumer near Xiaogushan in the Development Zone, took his leather garment to a nearby dry cleaner for cleaning and maintenance. Three days later, when Mr. Liu picked up the leather garment, he found obvious large cracks on it and demanded 1,000 yuan compensation from the shop owner. However, Mr. Liu could not provide the purchase receipt for the leather jacket. The shop owner believed the cracks were due to quality issues unrelated to the dry cleaner and that the jacket was not worth 1,000 yuan, suspecting Mr. Liu of extortion, thus refusing any compensation. Unable to resolve the dispute, both parties sought the city quality inspection and appraisal agency to appraise the cracks to determine respective responsibilities. Staff stated that for appraisal, Mr. Liu would need to buy a new jacket of the same style from the mall, but the new jacket would also be damaged during appraisal. If the appraisal shows the cracks were caused by improper cleaning, the laundry shop must compensate for both the new and old jackets; otherwise, Mr. Liu bears the loss. Since appraising the old jacket requires sacrificing a new one and the result is uncertain, neither Mr. Liu nor the dry cleaner was willing to take the risk, so they gave up.
After the Dalian Laundry Industry Association Laundry Accident Appraisal Professional Committee took over the case, experts in the laundry industry appraised and found the cracks were old, caused by long-term wear, unrelated to the laundry shop’s cleaning, but the laundry shop was responsible for improper inspection before cleaning. Ultimately, after coordination, the laundry shop refunded Mr. Liu the cleaning and maintenance fees. It is reported that this laundry accident dispute was the first case handled by the appraisal committee after its establishment.
Laundry accident appraisal difficulties expected to be thoroughly resolved
According to relevant persons in charge of the city laundry industry association, similar laundry accident disputes occur occasionally in daily life, but determining responsibility after accidents has always been difficult. Previously, the city quality inspection institute was the only institution capable of technical appraisal of laundry accidents, able to assess clothing quality and laundry accident responsibility, but with limitations. For example, the quality inspection department could only technically appraise new clothes, not clothes that had already been washed. The newly established Dalian Laundry Industry Association Laundry Accident Appraisal Professional Committee will greatly alleviate this problem. Members of the committee are experts and technicians with many years of experience in the laundry industry, able to more accurately determine laundry accident responsibility. It can be said that the difficulty in technical appraisal of laundry accidents is expected to be thoroughly resolved.
