On March 8, 2010, the second member representative conference of the Jilin Province Laundry and Dyeing Industry Association was held in Changchun. Director Yu Ming of the Civil Affairs Department's Non-Governmental Organization Management Bureau, Director Zhang Xuejun of the Commerce Department's Trade Service Management Division, Director Shi Dongmao of the Commerce Department's Personnel Division, Director Jia Dongping of the Commerce and Trade Service Industry Development Management Office, and others attended and spoke at the meeting. The meeting was chaired by Vice President Li Jinqing of the Provincial Laundry and Dyeing Industry Association, with more than 50 representatives from the province's laundry and dyeing industry participating.
At the meeting, President Song Zikui delivered the work report of the first council; Vice President Wang Zhenhai presented the "Financial Work Report of the Jilin Province Laundry and Dyeing Industry Association." The meeting elected the second council by member representatives, and the council elected the second executive council. Song Zikui was elected president; Liu Zhaojian was re-elected as executive vice president; Wang Zhenhai, Li Jinqing, Chen Changzeng, Sheng Lihong, and Gao Yanfan were re-elected as vice presidents; Hu Zhenyu, Liu Shuhong, and Zhu Wenliang were newly elected as vice presidents; Li Jinqing was elected vice president and secretary-general; Wang Yang was elected executive deputy secretary-general. A new executive council composed of 15 members was formed.
The newly elected President Song Zikui delivered an inaugural speech on behalf of the new council. In his speech, he first clarified the council's positioning as "deepening reform, innovating development"; then he focused on explaining the association's tasks and innovation goals, positioning the previous council's work as "infrastructure construction" and the current council's task as "starting to soar." He also announced the launch of the second five-year plan of the provincial laundry and dyeing association.
Then, member representatives spoke, expressing their confidence in the new association. They affirmed their firm belief, continued to support and enthusiastically back the new association, and committed to fully completing the tasks within the term.
At the meeting, Director Yu Ming of the Civil Affairs Department's Non-Governmental Organization Management Bureau gave an enthusiastic speech, putting forward four hopes for the association's future work: First, the provincial association should continue to play its functional role, serve thousands of households, continue to research new methods, create new ideas, boldly envision, form laundry and dyeing industry groups centered on regions, and improve the association's credibility and cohesion. Second, strengthen internal industry construction, leverage the association's role, major matters should be decided by member representative elections, using this member representative meeting as a good start, strengthen internal system construction, enhance democratic management, and elevate the association's work to a higher level. Third, broaden funding sources, undertake some sustainable development projects, raise funds, as member enterprises are small in scale, improve the industry's image through everyone's service. Fourth, explore new mechanisms for association work, continue to make our provincial laundry and dyeing association a rising star among industry associations, and better serve the industry.
Finally, Director Zhang Xuejun of the Commerce Department's Trade Service Management Division delivered an important speech. In his speech, he first affirmed the achievements and experience of the association's first council, noting it as one of the best-developed associations within the provincial commerce system and a leading association among national industry associations. He hoped that the new team members would base themselves on the association, serve society, leverage advantages, innovate development, inherit and carry forward the association's strengths and successful experiences, while focusing on the requirements of the new era and new tasks, seize new opportunities, create new situations, achieve new breakthroughs, and create new achievements.
