Looking ahead to 2010, with the easing of the financial crisis, the warming of the market economy, and the acceleration of nationwide entrepreneurship, a strong and broad development space is provided for the laundry and dyeing industry. Therefore, the Municipal Laundry and Dyeing Association firmly implements the directives of the competent authorities, relies closely on the support of relevant departments, leads and drives all laundry and dyeing enterprises and employees in the city to overcome difficulties, resist risks, unite and forge ahead, confident in completing the annual work task goals and welcoming the convening of the second member representative conference of the Changchun laundry and dyeing industry with excellent results.
1. Overall Approach
In the new year, the Municipal Laundry and Dyeing Association will firmly grasp the themes of industry regulation, service self-discipline, enterprise efficiency improvement, and the role of the association to diligently plan and act. Strengthen guidance, accelerate change, increase measures, and strive to achieve the "Three Improvements" and "Four Breakthroughs": improve self-discipline behavior, improve laundry and dyeing quality, improve operational efficiency; strive to achieve new breakthroughs in industry brand, enterprise scale, member development, and association role, and wholeheartedly cultivate the laundry and dyeing industry's risk resistance, consumer service affinity, brand influence, and association cohesion.
2. Main Tasks
1. Hold meetings to strengthen the leadership members of the Municipal Association
To strengthen the leadership of the Municipal Laundry and Dyeing Association, it is planned to hold a council meeting in March this year to include those true legal representatives who have independent entities, scaled enterprises, and good social reputation into the leadership of the Municipal Laundry and Dyeing Association, forming a strong and pragmatic leadership collective centered on the president.
2. Establish branches to improve the working mechanism of the Municipal Association
Our city has many laundry and dyeing outlets, scattered layouts, and diverse personnel, which brings great difficulties to industry regulation, management, and guidance. Therefore, the Municipal Laundry and Dyeing Association plans to set up branches in counties and districts with large spans and densely populated urban areas, forming county (district) branches of the Changchun Municipal Laundry and Dyeing Association.
3. Award excellence and grant plaques to expand the industry influence of the Municipal Association
The Municipal Laundry and Dyeing Association has been established for five years and has carried out various forms of excellence creation activities, forming excellent enterprise brands. The Municipal Laundry and Dyeing Association plans to select 10 industry brands and 30 outstanding factories and stores in May this year and submit them to the Municipal Bureau of Commerce or relevant municipal departments for joint naming.
4. Revise industry regulations to implement supervision and guidance by the Municipal Association
The "Articles of Association", industry regulations, and agreements formulated and implemented at the establishment of the Municipal Laundry and Dyeing Association need to be revised, improved, and formulated. After issuing a "Draft for Comments" to the entire city's industry and reaching a consensus, it will be submitted to the second representative conference of the Municipal Laundry and Dyeing Association for review.
5. Strive for functions to play an effective role of the Municipal Association
Persisting in seeking support from relevant government departments is a basic measure to ensure the service functions of the Municipal Laundry and Dyeing Association. (1) Strive for the participation of the Municipal Laundry and Dyeing Association in joint signing of qualification certificates and environmental review in the pre-certification of business registration and annual review for laundry and dyeing operators by the Administration for Industry and Commerce; (2) strive to transfer the functions of dispute resolution, complaints, and evaluation of laundry and dyeing services to the Municipal Laundry and Dyeing Association; (3) for municipal laundry and dyeing skills and technical training, strive to have the Municipal Laundry and Dyeing Association organize and handle the certification of primary and intermediate qualifications, with certification and stamping by the municipal labor department; (4) the charging price limits for the city's laundry and dyeing industry will be formulated by the Municipal Laundry and Dyeing Association and promulgated by the municipal price supervision department.
3. Main Measures
In 2010, the work of the city's laundry and dyeing industry will be more arduous and challenging than in previous years, both in terms of time requirements and quantitative implementation. Therefore, the Municipal Association must take extraordinary measures to achieve the task goals as desired.
1. Give full play to the leadership and driving role of the association
How the city's laundry and dyeing industry work is carried out depends on the core leadership role of the Municipal Association. First, place the learning and comprehensive quality improvement of association leadership members as the top priority, insist on centralized learning and quarterly meetings without change; second, the leadership member units must take the lead in excellence creation without wavering; third, leadership members must conduct in-depth research and visits to outlets, no less than 30 throughout the year; fourth, the outlets linked to leadership members must not have any incidents of being investigated or punished.
2. Give full play to the role of technical training enhancement
According to the general call of laundry and dyeing factories and stores in the city and provincial chain enterprises, the Municipal Laundry and Dyeing Association has taken decisive measures, leveraging government power, designating and entrusting Ge Wang Vocational Training School to conduct phased and batch training for managers or technical backbones of laundry and dyeing factories and stores throughout the city. Upon passing training and examination, corresponding "Qualification Certificates" signed and stamped by the labor department will be issued.
3. Give full play to the role of excellence creation activities
The market economy is turbulent, and laundry and dyeing consumption is weak, which remains a challenge and test for the city's industry. To stimulate social consumption and increase operational efficiency, the Municipal Laundry and Dyeing Association will continue to deepen excellence creation activities, strictly organize evaluation and acceptance. At an appropriate time, it will widely solicit consumer group opinions, publicly commit to protecting consumer rights, further stimulate and drive laundry and dyeing consumption, and remind residents to consume at regular laundry and dyeing stores to promote the creation of a satisfactory, reassuring, and safe consumption environment in laundry and dyeing factories and stores.
4. Give full play to the guiding role of publicity and supervision
The city's laundry and dyeing industry has sound and colorful self-discipline, and publicity efforts cannot be ignored. The Municipal Laundry and Dyeing Association insists on multi-level, multi-channel, and multi-perspective displays of the industry and enterprises to let all sectors of society understand and appreciate laundry and dyeing business and services, attracting more people to join the laundry and dyeing industry for employment and entrepreneurship. First, use the association's website platform for display; second, strive to publish the Municipal Association's journal; third, maintain communication and exchange with major media; fourth, actively recommend good enterprises and units to national industry organizations and strive for zero negative exposure of the city's laundry and dyeing industry in provincial media.
5. Give full play to the organizational service role of the association
The purpose of the city's Laundry and Dyeing Association's work is to serve the needs of member units, help solve practical difficulties, and make the association a home for members. First, to promise members the requested "Ten Beneficial Measures"; second, to organize members to visit and inspect brand units and large-scale enterprises; third, to assist member units in group purchasing of chemicals and equipment; fourth, to help member units apply for "Famous Trademark", "Small Interest Subsidy Loans", etc., truly making members feel that the association organization helps meet needs, solve difficulties, do practical things, and do good things.
In 2010, although the work of the city's laundry and dyeing industry association was arduous and heavy, it was carried out with determination, confidence, and a spirit of innovation to ensure that laundry and dyeing services would show a new look, the association's work would reach a new level, and the city's industry would achieve new successes, welcoming the convening of the second representative conference of the Changchun Laundry and Dyeing Association.
