He said that the positioning of industry associations needs to be further clarified. Proper positioning is crucial for the development of industry associations. Under the conditions of a socialist market economy, the main positioning of industry associations should be: providers of industry economic information, coordinators of competition and cooperation among enterprises, defenders of market order and corporate interests, advisors on industry planning and industrial policies, promoters of system reform and opening-up, and service providers for enterprise reform and development. Industry associations should truly be built into modern organizations that are "functionally service-oriented, self-regulated in management, talent-composite, networked in service, modern in methods, and possess broad sociality, representativeness, and fairness."
It is necessary to conscientiously implement the spirit of Document No. 36 issued by the General Office of the State Council. The "Several Opinions of the General Office of the State Council on Accelerating the Reform and Development of Industry Associations and Chambers of Commerce" is a specially issued document targeting the reform and development of industry associations. It is the first of its kind in China's history and will play an important role in the reform and development of industry associations. The spirit of the document must be earnestly studied and understood, seizing the great opportunity for the development of industry associations, relying closely on the vast number of member enterprises, and pushing the work of industry associations to a new level.
The functions of associations must be continuously improved, and service capabilities enhanced. Through further improvement of systems and mechanisms, the legal governance structure of associations should be gradually perfected, achieving professionalization, specialization, and youthfulness among practitioners, improving the service capacity and level of associations. In areas such as information guidance, macro-control, planning formulation, standard setting, and reform innovation, associations should become the genuine industry representatives that "enterprises cannot do without and governments can rely on," and become the main force in safeguarding the rights and interests of industry enterprises in domestic and international markets.
