Deputy Director of the National Development and Reform Commission, Ou Xinqian, revealed today at the World Business Association Development Forum that the National Development and Reform Commission, together with the Ministry of Civil Affairs, Ministry of Commerce, Ministry of Finance, Ministry of Labor and Social Security, State Administration of Taxation, the Legal Affairs Office of the State Council, and the State-owned Assets Supervision and Administration Commission, have, based on extensive research, drafted the "Several Opinions on Promoting the Reform and Development of Industry Associations and Chambers of Commerce." It is currently being further revised and improved and will be submitted to the State Council as soon as possible. If approved and issued by the State Council, it will play a positive role in accelerating the development of industry associations.
Ou Xinqian said that China's business associations (including industry associations and chambers of commerce) have expanded alongside the deepening of economic system reforms. According to statistics, by the end of 2005, there were 53,000 social organizations such as industry associations and chambers of commerce nationwide. Business associations have become an important part of China's socialist market economy and are playing an irreplaceable and increasingly important role.
First, they play the role of a bridge and link between enterprises and the government.
Second, they have enhanced international communication, exchange, and cooperation, allowing the allocation of production factors to break through the boundaries of enterprises, industries, and even countries.
Third, they carry out industry coordination and self-discipline.
Fourth, many business associations have, according to the characteristics of different industries and local conditions, carried out various forms of specialized services, which have been recognized and supported by member enterprises, government departments, and all sectors of society.
Ou Xinqian said that to fully leverage the important role of industry associations in economic construction and social development, promote the accelerated development of industry associations, the following principles should be observed:
First, adhere to the principle of promoting the legalization of industry associations. We should learn from the experience of developed countries, combine it with China's actual situation, accelerate the formulation of laws and regulations for industry associations, and realize the legal establishment, democratic management, standardized behavior, and self-regulated development of industry associations.
Second, adhere to the principle of market-oriented development. By improving systems and policies, create a fair development environment, promote the optimization of industry association structures, enhance service functions, and improve service quality and levels.
Third, adhere to the principle of separation between government departments and industry associations. Government departments should further transform their functions, deepen the reform of the management system of industry associations, clearly define the functions of industry associations, and truly transfer the functions suitable for industry associations to be undertaken by business associations.
