To thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the Eighth Meeting of the Central Financial and Economic Affairs Commission, fully leverage the technical support role of standardization in business work, and lead the high-quality development of commercial circulation, on April 15, 2021, the Ministry of Commerce, together with the State Administration for Market Regulation, jointly issued the "Notice on Carrying out National-level Service Industry Standardization Pilot (Commercial Circulation Special)" (Shangjianhan [2021] No. 132, hereinafter referred to as the "Notice"), deploying the pilot work for commercial circulation standardization, aiming to promote innovation in standard formulation, implementation, and application across regions, industries, and various market entities, launch a batch of standards, establish a batch of benchmarks, and summarize and refine a batch of replicable and promotable successful experiences.
The "Notice" emphasizes that all regions should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the Eighth Meeting of the Central Financial and Economic Affairs Commission, base themselves on the new development stage, implement the new development philosophy, vigorously promote standardization construction, fully play the foundational, strategic, and leading role of standards in building a modern commercial circulation system, promote the interconnection and interoperability of domestic and foreign trade standards and the high-quality development of commercial circulation, and provide strong support for building a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles mutually reinforcing each other.
The "Notice" clarifies the main directions and specific tasks of the pilot construction, requiring focus on two directions: improving quality and efficiency of commercial circulation and integration of domestic and foreign trade, selecting one or more commercial circulation fields or industries for pilot projects based on actual conditions. Specific tasks include establishing working mechanisms, improving governance levels; perfecting the standard system, optimizing standard supply; deepening standard application, enhancing implementation effectiveness; evaluating pilot results, and timely summarizing experiences. At the same time, it stipulates the basic conditions that pilot units should meet and the organizational implementation procedures such as pilot application, review, and acceptance.
The "Notice" requires that provincial-level commerce authorities and market regulation departments strengthen organizational leadership, clarify division of responsibilities, and coordinate the daily management of the pilot. They should strengthen policy support, actively coordinate relevant departments to formulate supporting policies encouraging standardization development, fully leverage market mechanisms, drive multi-party investment, and continuously improve the quality and efficiency of commercial circulation standardization. They should strengthen publicity and promotion, timely summarize pilot experiences and practices, and use various media channels to publicize and promote the pilot experiences of pilot cities and enterprises.
