On March 4th, General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee to study the key work of current COVID-19 epidemic prevention and control and stabilizing economic and social operations. The meeting emphasized combining resumption of work and production with expanding domestic demand, releasing suppressed and frozen consumption, cultivating and expanding new and upgraded consumption stimulated by epidemic prevention and control, so that physical and service consumption can be replenished.

During the epidemic, some medical laundry enterprises in the laundry and dyeing industry fully guaranteed the washing and disinfection of textiles for medical institutions, stood firm on the front line of epidemic prevention, and made indelible contributions to fighting the epidemic. To thoroughly implement the important speech spirit of General Secretary Xi Jinping, conscientiously implement relevant work arrangements, clearly understand the complexity of the current epidemic prevention and control and economic and social development situation, enhance the sense of responsibility and urgency in resuming work and production, persist in not relaxing epidemic prevention and control, and steadily and orderly promote the resumption of work in the laundry and dyeing industry, the China Commercial Federation Laundry and Dyeing Professional Committee (referred to as: China Laundry Committee) advocates that the national laundry and dyeing industry combine local epidemic prevention requirements and enterprise realities to resume work appropriately. Discover new consumption demands during this special period, innovate business models, work together, and unswervingly expand consumption to make up for industry losses.

1. Strict Conditions for Resuming Work

Resumption of work should first contact the local epidemic prevention leadership agency and resume operations after obtaining approval.

Before resuming work, comprehensive sanitation and cleaning should be done, and if necessary, pass acceptance by relevant departments. Enterprises should strictly manage returning to work, conduct personnel health screening and prepare epidemic prevention materials, ensuring that resumption meets the safety production and epidemic prevention requirements of enterprises and local governments.

Local associations and related enterprises should actively formulate segmented resumption standards for household laundry services, public textile, and medical textile washing services, cooperating with relevant departments to conduct resumption assessments.

2. Never Relax Epidemic Prevention and Control

Enterprises qualified to resume work should strictly comply with local epidemic prevention overall requirements, and conscientiously implement the "Laundry and Dyeing Industry Operation Service Prevention and Control Guidelines during the Novel Coronavirus Epidemic" (Attachment 1), standardize washing processes, and operate under the premise of ensuring health and safety.

3. Boost Consumer Confidence

1. Increasing consumer confidence is the primary task for household laundry enterprises to promote consumption. Household laundry enterprises should promptly sort and count member data, conduct related follow-ups and market surveys, analyze customer consumption demands in their stores and cities, and adjust business items accordingly. Leveraging industry advantages, they should proactively promote safe washing processes to increase customer confidence. Also, carry out resumption promotional campaigns, cooperate with laundry package services, and issue limited stored-value discounts and coupons to release consumption demand and stabilize customer sources.

2. Relevant departments and local associations should actively create conditions to encourage enterprises to maintain stable consumer groups by providing free or low-cost epidemic prevention materials, increasing consumer loyalty to enterprises, while improving member information and maintaining members.

3. Public textile washing enterprises should make full preparations to leverage the recovery of business. These enterprises mainly provide textile washing services for hotels, catering, aviation, railways, etc., and highly depend on residents' travel consumption and hotel stays. It is expected that after the epidemic ends, nationwide tourism and catering will usher in a peak period. Similarly, public textile washing enterprises will also experience compensatory growth. To prepare for the market recovery boom, these enterprises should prepare materials reserves, staff training, and respond rationally.

4. Medical textile washing enterprises should cultivate emergency response capabilities and establish emergency mechanisms. During the epidemic, medical textile washing enterprises were almost fully engaged in production. To ensure the personal safety of medical laundry employees and the cleanliness and hygiene of output textiles, medical laundry enterprises nationwide spared no cost to guarantee textile supply to medical institutions.

5. In the face of sudden epidemics, strengthen training on employee infection prevention; enhance disinfection and supervision in key departments and areas; raise staff personal protection awareness. Establishing emergency mechanisms and scientifically standardizing washing operation processes are very important.

6. Firmly ensure washing and service quality, promote laundry consumption, and popularize laundry knowledge. It is recommended to post and publicize the "Letter to Broad Laundry Service Consumers" issued by the China Laundry Committee (Attachment 2) and the "Trust Code" jointly launched by the China Commercial Federation and Alibaba Local Life (Attachment 3) and other related industry promotional content to enhance residents' consumption confidence.

4. Innovate Consumption Models

1. Leverage industry advantages to promote home washing and disinfection services.

Due to the epidemic, the whole nation has raised awareness of sterilization and disinfection protection. The laundry and dyeing industry should combine industry advantages and enterprise realities, focus on consumers' washing, care, and disinfection needs, guide and meet consumers' demands for clothing, home textiles, and even home sterilization and disinfection. Expand business service scope, guide consumers to correctly understand the importance of home dust removal, mite removal, cleaning care, and sterilization with professional standard quality services, promote industry upgrading, and meet consumer needs.

2. Guide enterprises to innovate and promote contactless services. Encourage laundry stores to expand contactless door-to-door pick-up and delivery services, flexibly allocate staff for pick-up and delivery, broaden store business, and increase laundry consumption. Launch online laundry consultation services, live broadcast safe laundry knowledge, demonstrate standardized operations, promote and sell laundry chemicals and daily necessities to attract consumer attention and continuously expand business channels.

5. Improve Management Level

1. Pay attention to policy measures and implement policy benefits. The central and local governments have introduced many policies to help enterprises overcome difficulties and get through tough times. Local associations should actively contact local government departments, understand policy measures, promptly convey them to enterprises, and track policy implementation to make full use of preferential policies. Enterprises should timely feedback relevant policy suggestions to industry associations to make national and local policies more targeted.

2. Strengthen cost management and rationally adjust pace. Cash flow is the "lifeblood" of enterprise operation. Apart from necessary expenditures such as upgrading store and factory disinfection levels and other epidemic prevention costs, rationally adjust enterprise expansion pace, protect own health, ensure customers' safe laundry needs, control other expenses, reduce losses, and use cash effectively.

3. Conduct internal training well to strengthen the company's capabilities. When facing emergencies, the stability of business operations, personnel deployment, and technical support coordination test the company's ability to respond to risks. Taking this opportunity to enhance internal training for management levels and employees, ensuring personnel stability and quality improvement, is key to guaranteeing the company's smooth resumption of operations. Increase protection investment for frontline production workers so that they can complete their duties with peace of mind.
