About forwarding the "Ministry of Commerce's Guidance on Accelerating the Construction of Urban and Rural Convenient Consumption Service Centers"

To all member units, local laundry and dyeing industry associations, and related institutions in the laundry and dyeing industry:
To thoroughly implement the spirit of the 19th National Congress of the Communist Party and the Central Economic Work Conference, enhance the fundamental role of consumption in economic development, promote consumption upgrading, and implement the rural revitalization strategy, the Ministry of Commerce has issued the "Guidance on Accelerating the Construction of Urban and Rural Convenient Consumption Service Centers" (Shangfuwu Han [2018] No. 157, hereinafter referred to as the "Guidance"), focusing on promoting consumption upgrading and supply-side structural reform of service consumption, and building a comprehensive, high-quality, convenient, efficiently operated, and orderly managed urban and rural convenient service system.
The "Guidance" points out that the construction of urban and rural convenient consumption service centers will be included in important local livelihood projects. Starting from 2018, it strives to promote the construction of a batch of community convenient service centers and street life service cluster centers in central cities, and a batch of rural comprehensive service centers in rural areas within 3-5 years, to basically meet the daily life service needs of urban and rural residents and significantly improve their quality of life.
The "Guidance" requires building a multifunctional convenient service complex mainly based on basic services, supplemented by selective services. Among them, laundry services, as an important form of selective services, are included to improve functional configuration.
According to the "Guidance," localities should focus on effectively implementing existing policies and measures, actively strive for tax incentives for small and micro enterprises, and preferential policies on heating, water, electricity, and gas prices for comprehensive service facilities. Meanwhile, the government encourages pilot programs, actively summarizes replicable and promotable experiences and practices, promotes them through various forms of publicity, and leverages demonstration effects to drive comprehensive development.
