Notice on Strengthening the Management of Washing and Disinfection of Medical Fabrics in Medical Institutions
Health and Family Planning Commissions of all provinces, autonomous regions, and municipalities directly under the Central Government, Health Bureau of Xinjiang Production and Construction Corps:
The washing and disinfection of medical fabrics is one of the key links in preventing and controlling hospital infections. With the gradual advancement of socialized logistics work in medical institutions, there are environmental hygiene and washing quality issues when medical fabrics are handled by socialized washing service agencies. To strengthen the management of medical fabrics in medical institutions and ensure medical quality and patient safety, the following requirements are proposed:
1. Fully recognize the importance of strengthening the management of washing and disinfection of medical fabrics and enhance the sense of responsibility
Medical fabrics, as special medical items, mostly come into contact with the skin of patients and medical staff. Strengthening the management of washing and disinfection of medical fabrics in medical institutions is of great significance for improving hospital management levels, preventing hospital infections, and improving patient medical experience. Health and family planning administrative departments and medical institutions at all levels should fully recognize the importance of strengthening the management of washing and disinfection of medical fabrics, adhere to the patient-centered service concept, incorporate the washing and disinfection of medical fabrics into important hospital management content, maintain persistent efforts, and establish a normalized management mechanism. Implement the primary responsibility of medical institutions for washing and disinfection of their own medical fabrics, strengthen the sense of responsibility, carry out washing and disinfection work in accordance with laws and regulations, and ensure that the quality of washing and disinfection meets clinical use requirements.
2. Strengthen the management of washing and disinfection of medical fabrics to ensure the quality of washing and disinfection
(1) Medical institutions that wash and disinfect by themselves. Strengthen the management of internal laundry rooms. First, improve the organizational management framework. Set up dedicated departments or full-time (part-time) personnel, establish a management mechanism for division of labor and cooperation among logistics, medical, hospital infection, nursing and other related departments, clarify management responsibilities, and implement responsibilities in place. Second, strengthen system construction. Establish and improve the management system for washing and disinfection of medical fabrics, including at least the systems for medical fabric collection, washing and disinfection, quality management, and regular replacement, and ensure the implementation of these systems. Third, strengthen the environmental hygiene management of laundry rooms. Reasonably plan the layout to meet environmental protection requirements. Clearly separate clean areas, semi-contaminated areas, and contaminated areas. Set up independent personnel and logistics channels; contaminated medical fabrics received and washed/disinfected medical fabrics issued should be managed separately. The workflow should be reasonable, with logistics moving from contaminated to clean areas without crossing or reversing. Ensure environmental cleanliness and hygiene. Fourth, strengthen link management. Strengthen classified collection management of medical fabrics. Medical fabrics used in infectious disease departments and those contaminated by blood, vomit, and other patient body fluids should be collected and washed/disinfected separately. Strictly follow washing and disinfection standard operating procedures, classify washing and disinfection according to the contamination nature, degree, and user of the medical fabrics. Properly store washed and disinfected medical fabrics and provide them to clinical use in a timely manner. Strictly strengthen medical waste management according to the "Regulations on Medical Waste Management" and other requirements, and ensure medical wastewater discharge meets environmental protection requirements. Fifth, strengthen quality control of washing and disinfection. There should be dedicated personnel to inspect the properties, surface stains, damage, etc., of washed and disinfected medical fabrics, and conduct regular or irregular microbiological monitoring. Sixth, strengthen personnel training. Enhance pre-job and competency training for laundry room staff to master washing and disinfection skills of medical fabrics and basic hospital infection prevention and control requirements proficiently.
(2) Medical institutions that entrust socialized washing service agencies with washing and disinfection work.
First, carefully review the qualifications of socialized washing service agencies. When medical fabrics are handed over to socialized washing service agencies or other medical institutions for washing and disinfection, medical institutions should strictly review their qualifications before signing contracts and conduct on-site investigations if necessary; sign cooperation agreements clarifying the responsibilities of both parties and stipulating the operation procedures for medical fabric collection, transportation, classified washing and disinfection, especially the quality requirements that washing and disinfection must meet. Second, strengthen quality acceptance and feedback of washed and disinfected medical fabrics. Establish corresponding systems for handover, storage, and distribution of medical fabrics. Medical institutions should assign dedicated personnel to receive washed and disinfected medical fabrics and conduct sampling inspections on their properties, surface stains, damage, etc. Conduct regular or irregular microbiological monitoring of washed and disinfected medical fabrics. Set up a rotation warehouse for medical fabrics with clean and dirty separation. Strengthen communication with socialized washing service agencies and conduct on-site inspections if necessary. Establish a feedback system for departments using medical fabrics, regularly collect opinions on the quality of washing and disinfection of medical fabrics from user departments, investigate causes of problems raised by departments, and handle them promptly.
3. Strengthen supervision and management of washing and disinfection of medical fabrics
Health and family planning administrative departments at all levels should strengthen supervision and management of washing and disinfection of medical fabrics in medical institutions, regularly carry out comprehensive and special supervision and inspection, promptly identify and correct existing problems. For cooperation with unqualified or socialized washing service agencies that do not meet quality requirements and pose potential hospital infection risks, once verified, they should be dealt with seriously according to laws and regulations to effectively safeguard the health rights and interests of the people. All levels and types of medical institutions should strengthen internal management, regularly conduct self-inspection and self-correction of washing and disinfection of medical fabrics, strengthen full-process management including collection, transportation, classified washing and disinfection, reception, storage, and distribution of medical fabrics, to ensure qualified medical fabrics are provided for clinical use.
