Notice on Holding the 11th National Laundry and Dyeing Industry Vocational Skills Competition

To local laundry and dyeing industry associations (chambers of commerce), laundry and related enterprises, and committee units:

According to the annual work plan, the 11th National Laundry and Dyeing Industry Vocational Skills Competition will be held in Shanghai in September 2019. This competition is an important part of the 2019 China Skills Competition — National Commercial Industry Vocational Skills Competition. It is a national-level category II competition (held every two years) and the most authoritative vocational skills competition in the laundry and dyeing industry. It plays an important role in showcasing professional skills and spirit, promoting the healthy and orderly development of the laundry and dyeing industry, improving the overall quality of practitioners, and strengthening industry exchanges. It has received great attention from government authorities at all levels and local industry associations and enterprises. The relevant matters are hereby notified as follows:

1. Competition Organization

Organizer: Laundry and Dyeing Professional Committee of China General Chamber of Commerce (referred to as "China Laundry Committee")

Co-organizer: Relevant local laundry and dyeing industry associations nationwide

Organizing Committee: Composed of leaders from the organizer, co-organizers, and local associations (organizations, enterprises) organizing participating teams. The secretariat is located at the China Laundry Committee.

2. Competition Items and Content

The competition includes six items: front desk service, stain removal, leather care, shoe care, garment ironing, and clothing mending.

The competition items mainly focus on practical operation, supplemented by theoretical knowledge exams, with a ratio of 8:2. The practical operation competition and theoretical knowledge exam are based on the "National Occupational Standards for Laundry Workers" and "National Occupational Standards for Leather Care Workers," with content selected from the "National Vocational Skills Appraisal Examination Guide for Laundry Workers" organized and compiled by the China Employment Training Technical Instruction Center. To facilitate participants' review, the organizing committee will release the "11th National Laundry and Dyeing Industry Vocational Skills Competition Review Guide" in advance for participants to study.

(1) Front Desk Service

1. Theoretical exam: 20 minutes time limit, closed-book written test, question types include multiple-choice and true/false questions.

2. Simulated operation: Simulate the front desk garment receiving service scene. Participants have a time limit to receive clothes brought by customers and fill out the receipt form. Assessment includes: standardized garment receiving, fabric identification, washing method selection, description of garment condition, explanation of washing effect, service awareness, etc.

3. Participants must bring their own stationery (pencils and colored pens are not allowed).

(2) Stain Removal

1. Theoretical exam: 20 minutes time limit, closed-book written test, question types include multiple-choice and true/false questions.

2. Practical operation: Time-limited identification and removal of three types of stains on three types of fabrics.

3. The organizing committee provides stain removal tables and agents. Participants may bring their own stain removal agents (must be registered in advance and approved by the organizing committee before use).

(3) Leather Care

1. Theoretical exam: 20 minutes time limit, closed-book written test, question types include multiple-choice and true/false questions.

2. Practical operation: Time-limited completion of leather care on one piece of leather.

3. The organizing committee provides leather, leather chemicals, spray guns, and bristle brushes. Participants may bring their own leather chemicals (must be registered in advance and approved by the organizing committee before use).

(4) Shoe Care

1. Theoretical exam: 20 minutes time limit, closed-book written test, question types include multiple-choice and true/false questions.

2. Practical operation: Time-limited completion of leather shoe care.

3. The organizing committee provides leather shoes, chemical auxiliaries, and care tools. Participants may bring their own chemical auxiliaries (must be registered in advance and approved by the organizing committee before use).

(5) Garment Ironing

1. Theoretical exam: 20 minutes time limit, closed-book written test, question types include multiple-choice and true/false questions.

2. Practical operation: Time-limited ironing of one washed wool suit jacket and one pair of trousers.

3. The organizing committee provides ironing tables and steam irons. Participants must register in advance if bringing other tools (such as pressing cloths, "mantou" pads, etc.).

(6) Clothing Mending

1. Theoretical exam: 20 minutes time limit, closed-book written test, question types include multiple-choice and true/false questions.

2. Practical operation: Time-limited 120 minutes to mend holes on fabric.

3. The organizing committee prepares one piece of mending fabric and one 9-watt desk lamp for each participant. Other mending tools must be brought by participants themselves.

3. Competition Time and Location

(1) Finals time: September 25-26, 2019; award ceremony on the 27th.

(2) Finals location: Shanghai New International Expo Center

4. Competition Awards

(1) Contestants who achieve first place in individual events at the national finals will be recommended to the Ministry of Human Resources and Social Security for approval to be awarded the honorary title of "National Technical Expert," along with certificates, medals, and trophies. At the same time, these individuals may apply for (or be promoted to) industry skill certificates, with the highest promotion level being Technician (Level 2). Those who already hold a Technician certificate may obtain a Senior Technician (Level 1) certificate. The unit that nominates the first-place contestant will receive the honorary title of "Talent Training Contribution Award" issued by the China General Chamber of Commerce; those who place first to third will be awarded certificates and trophies by the China General Chamber of Commerce.

(2) Contestants who place 2nd to 10th in individual events at the national finals may apply for (or be promoted to) industry skill certificates, with the highest promotion level being Senior Worker (Level 3). Those who already hold a Senior Worker (Level 3) certificate may be promoted to Technician (Level 2) certificate.

(3) Contestants who place in the top 10 at the national finals may be awarded the honorary title of "National Laundry and Dyeing Industry Technical Expert," along with certificates and medals.

(4) Units that have hosted regional preliminary competitions and made outstanding contributions during the competition organization process will be awarded the "Excellent Organization Award" and certificates.

5. Competition Procedures

(1) The China Laundry Committee, based on applications, authorizes relevant local associations (or national/regional chain enterprises) to organize selection competitions in each sub-division. Individual contestants who place in the top six in each sub-division selection competition may register to participate in the national finals. Each sub-division must submit the list of contestants participating in the national finals to the competition organizing committee by August 25, 2019.

(2) The specific competition organization and implementation methods for each sub-division shall be formulated by the organizers based on the national finals plan and local conditions.

6. Contestant Eligibility

All personnel engaged in laundry and dyeing professions who have intermediate worker qualifications (National Vocational Qualification Level 4), intermediate vocational qualifications in the laundry and dyeing industry, or have worked in the profession for more than five years may register to participate in the corresponding professional (job type) competition. Individuals who have already received the national "China Skills Award" or "National Technical Expert" honorary titles are not allowed to participate as contestants.

7. Registration

(1) Contestants shall be uniformly registered by each sub-division. Each sub-division must submit the "Summary Registration Form for the 11th National Laundry and Dyeing Industry Vocational Skills Competition" and the "Registration Form for the 11th National Laundry and Dyeing Industry Vocational Skills Competition" (including 2 photos, a copy of the ID card, and a copy of the vocational qualification certificate) along with the participation fee (500 yuan per contestant, including pre-final coaching materials and application fees) to the competition organizing committee secretariat by August 25, 2019. Contestants from impoverished areas in China are exempt from the participation fee.

(2) The competition organizing committee will make specific arrangements for the finals based on the registration situation and then notify all registered participating units and contestants of the final details.

8. Judges

All events in this competition will be judged by a panel composed of personnel qualified as "Laundry and Dyeing Industry Vocational Skills Competition Judges," responsible for adjudication and supervision.

9. Coaching and Evaluation

To ensure the competition proceeds smoothly in an open, fair, and just environment, achieving both excellent results and the purpose of exchanging experiences, mutual learning, and technical improvement through the competition, the organizing committee will provide coaching to contestants on competition content and precautions before the finals. The review material used will be "Study Guide for the 11th National Laundry and Dyeing Industry Vocational Skills Competition." The organizing committee will conduct technical evaluations after the finals, inviting experts involved in question setting and judging to analyze the theoretical questions, practical operations, overall technical situation, and development trends on-site.

10. Exhibition and Promotion

(1) According to the requirements of the competition organizing committee, conscientiously carry out publicity work for the competition, making full use of newspapers, the internet, and other media to actively expand the coverage of publicity.

(2) The naming rights for competition events will be determined by the competition organizing committee based on enterprise applications and the specific circumstances of the competition activities. The organizing committee welcomes active participation from relevant units and will award a "Honorary Naming" gold medal to units that obtain naming rights for events in the national finals.

(3) The competition organizing committee welcomes enterprises and units to support the competition in various forms, such as prizes for contestants, gifts, competition materials, and equipment. The organizing committee will provide a publicity platform for these units and issue honorary certificates.

(4) Relevant units may place promotional boards and play videos at the competition site; specific arrangements can be coordinated with the competition organizing committee secretariat.
