Liu Kun, Vice Minister of Finance, stated at the National Government Service Procurement Work Conference held on the 16th that in 2014, China's government service procurement work will be comprehensively promoted nationwide, striving to initially form a unified and effective service procurement platform and working mechanism during the 12th Five-Year Plan period, and to establish a relatively complete government service procurement system nationwide by 2020.
Regarding the next steps to advance government service procurement, this conference proposed that the key is to properly address the questions of "what to buy," "who buys," "from whom to buy," "how to buy," and how to "buy value for money." Localities should further enhance reform awareness, integrate with the transformation of government functions, classification reform of public institutions, separation of industry associations and chambers of commerce, cultivation and development of social organizations, and give full play to the leading role of finance.
In addition, it is necessary to strengthen awareness of rules, enhance institutional construction, and quickly form a government service procurement policy system that connects and supports both central and local levels with standardized operations. At the same time, localities are encouraged to boldly explore, strengthen classified guidance, and actively explore diversified and varied models and paths.
It is understood that promoting government service procurement is an important measure in China's current deepening reform, which is significant for accelerating the transformation of government functions, improving the level and efficiency of public service supply, accelerating the development of the service industry, expanding effective demand, and promoting employment.
