Guangdong Province now has clear regulations for resolving laundry service disputes

With the improvement of living standards and quality of life, sending clothes for cleaning has become a routine consumer behavior. However, laundry consumption has long been prone to disputes and difficult mediation, which has become a practical problem troubling consumers and affecting industry development.
To fairly and reasonably resolve consumer disputes in the laundry and cleaning industry, regulate business conduct, and protect consumers' legitimate rights and interests, the Guangdong Consumer Council guided the Guangdong Laundry Industry Association to formulate the "Guangdong Province Laundry Consumption Dispute Resolution Measures" (hereinafter referred to as the "Measures") in accordance with the "Consumer Rights Protection Law of the People's Republic of China," the "Guangdong Province Implementation Measures for the Consumer Rights Protection Law," and other laws and regulations. Based on the actual situation and development needs of laundry consumption, and after in-depth research and fully listening to opinions from consumers, operators, relevant departments, and all sectors of society, the Measures were developed over the course of one year.
The purpose of issuing the "Measures" is to provide a rule-based reference for properly resolving various disputes arising during laundry and cleaning processes, while further regulating and strictly requiring the behavior of laundry operators. This aims to protect consumers' legitimate rights and interests, clarify industry service standards, regulate business conduct, and promote the sustainable and healthy development of the laundry industry in our province.
The "Measures" consist of nine chapters: General Provisions, Contract Conclusion, Non-Negotiated Cleaning, Negotiated Cleaning, Liability Exemption, Clothing Custody, Loss of Receipt, Appraisal and Mediation, and Supplementary Provisions. Starting from principles such as consumer demand, industry norms, and rights and responsibilities, it proposes specific standards and detailed regulations for laundry operations and services, especially providing practical solutions for disputes arising from laundry consumption. The "Measures" have three highlights. The first highlight is the embodiment of humanized service. It offers consumers two service options: non-negotiated cleaning and negotiated cleaning. When sending clothes for cleaning, consumers can choose, based on the value of the clothing and guided by the "Measures," to agree with operators on cleaning fees and compensation amounts to ensure cleaning quality and improve service standards. The second highlight is comprehensive and specific content. The "Measures" fully consider every possible dispute in laundry services and propose detailed and specific solutions, especially different compensation standards tailored to disputes caused by operator negligence. The third highlight is consumer-friendliness. On the basis of fairness, justice, and reasonableness, relevant provisions tend to favor consumers as much as possible. For example, in calculating compensation amounts, standards are raised to better protect consumer rights.
On July 19 last year, the Guangzhou Consumer Council and the Guangzhou Laundry Industry Association jointly issued the "Guangzhou Laundry Consumption Dispute Resolution Measures." It is reported that after one year of implementation, the measures have been effective, with a continuous decrease in laundry consumption dispute complaints. The "Guangdong Province Laundry Consumption Dispute Resolution Measures" further refine relevant provisions and supplement content based on the Guangzhou measures, striving to be more comprehensive, objective, standardized, and scientific. To ensure objectivity, fairness, and operability, Guangdong Yichunqiu Law Firm participated as legal counsel in the formulation of the "Measures." Before issuance, extensive consultations were held with legal experts from the provincial consumer council's lawyer team, consumer representatives, and enterprise representatives, with multiple revisions made. The issuance of the "Measures" is believed to play an important role in regulating the development of the laundry industry in our province, reducing laundry consumption disputes, creating a good consumption environment, and driving consumption growth.
