Key Work Points of the China Commercial Federation Laundry and Dyeing Professional Committee in 2013

To all member units, local laundry and dyeing industry associations, and related enterprises and institutions in the laundry and dyeing industry:
According to the "Guiding Opinions of the Ministry of Commerce on Further Developing the Laundry and Dyeing Industry during the 12th Five-Year Plan Period", the 2013 work arrangements of the China General Chamber of Commerce, and the 2013 key work plan of the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce (hereinafter referred to as the Laundry Committee), combined with the actual situation of the industry, the key points of the Laundry Committee's work in 2013 have been determined.
1. Further promote the construction of the industry standard system
Closely cooperate with the National Laundry Standardization Technical Committee, under the guidance and specific deployment of the Ministry of Commerce of China, strive to gradually establish a standardized system for China's laundry and dyeing industry within five years starting from 2013.
1. Plan and draft industry standards well. Strengthen the application and drafting of new standards, aiming to introduce 2-4 new industry standards in 2013. Analyze feedback on the implementation of current standards and revise existing standards accordingly.
2. Cooperate with the Ministry of Commerce to revise the "Laundry Industry Management Measures."
3. Adopt multiple measures to promote the implementation of standards. First, carry out pilot activities for laundry shops meeting standards and mark those that meet the standards; second, combine with the Ministry of Commerce's "National Quality Service Activities for the Trade and Service Industry" by organizing standard knowledge competitions, standard publicity education, and training activities to make practicing standards a conscious action of enterprises.
4. Strengthen the construction of the standardization team and talent training. Organize one to two training sessions on laundry industry standardization knowledge and standard drafting within the year to cultivate a group of standard technical talents for the industry and enterprises.
5. Earnestly perform the work responsibilities of the Laundry Standards Committee Secretariat and strive to create a new situation in the standardization work of the laundry industry.
2. Strengthen industry training and exchange work
1. Take the national vocational qualification training and assessment for "Laundry Workers" and "Leather Care Workers" as a starting point to continue promoting vocational skills training in the industry. Improve enterprise management through training laundry industry managers; enhance practitioners' technical skills through professional skills training for employees; establish a professional assessment team for vocational qualification certification and competitions by organizing special training for referees and assessors. At the same time, explore various forms of training cooperation using resources from all parties.
2. Together with the China Employment Training Technical Instruction Center and the China General Chamber of Commerce Vocational Skills Appraisal Guidance Center, establish and improve the functions of the laundry industry vocational skills appraisal stations, and carry out various special training and assessment work under standardized conditions.
3. Carry out various forms of domestic and international exchange activities. Promote exchanges and cooperation among domestic enterprises and associations through training, observation, and promotion; promote international exchanges and cooperation by organizing overseas study tours and forums. Plans include organizing visits to the United States and Europe within the year.
3. Conduct industry research and lead sustainable industry development
Strengthen research on the basic situation of the industry and promote the application of energy-saving and environmentally friendly laundry equipment in the industry, using enterprise integrity service to drive brand system construction.
1. Conduct thorough industry research to understand the basic situation of the industry and provide reliable basis for government departments and enterprise decision-making; explore establishing a data statistics, evaluation, and release mechanism for the laundry industry to gradually realize normalized data release.
2. According to the unified deployment and requirements of the Ministry of Commerce of China and the China General Chamber of Commerce's "National Quality Service Activities for the Trade and Service Industry", continue to carry out the "National Quality Service Activities for the Laundry Industry." Complete various tasks in coordination with quality service activities, such as acceptance of the top ten laundry enterprises nationwide and promotion of the laundry industry's integrity service convention.
3. Timely propose a recommended catalog of high-quality environmentally friendly equipment and chemicals for the laundry industry, cooperate with relevant government departments to intensify the elimination of backward production processes and equipment with high energy consumption and pollution. Gradually eliminate outdated equipment such as open-type dry cleaning machines in household laundry enterprises and promote high-quality environmentally friendly equipment and chemicals; actively promote the construction of modern large-scale laundry factories for public textiles and explore leasing service models.
4. Organize large-scale events to build quality platforms for enterprises
The "Second China International Laundry Festival" is scheduled to be held in early to mid-August 2013 in Beijing, with the following key contents:
1. The 2013 (14th) China International Laundry Industry Exhibition. This exhibition, strongly supported by the Ministry of Commerce of China, showcases independent brands of China's laundry industry and is an important part of the Laundry Festival. The exhibition will be held from August 8 to 10, 2013, at the Beijing International Exhibition Center.
2. The 8th National Laundry Industry Vocational Skills Competition will be held concurrently with the exhibition at the same location. This competition is a national-level category II competition authorized and hosted by the Ministry of Human Resources and Social Security, held every two years. It has become a grand stage for showcasing and exchanging vocational skills in the national laundry industry, eagerly anticipated by outstanding contestants and closely watched by industry professionals.
3. The 2013 China International Laundry Industry Summit Forum. This forum is co-hosted by international industry organizations such as the International Fabricare Institute and domestic laundry associations and organizations.
4. Related activities around the Second China International Laundry Festival. Mainly including the national laundry industry work seminar commissioned by the Ministry of Commerce of China, the Laundry Committee director's work meeting, and other exchange activities.
5. Improve the information platform to enhance the timeliness and coverage of information
Upgrade existing information media and cooperate extensively with related associations, enterprises, and media to provide timely, accurate, and comprehensive information services to the industry.
1. Improve the publication quality of the "China Laundry" journal. Widely solicit opinions, further optimize layout and content, enhance the journal's knowledgeability and readability, expand distribution, control costs, and strive to achieve the goal of self-sustaining publication.
2. Further improve the construction of the "China Laundry" website, completing the website upgrade in the first half of the year. Increase the amount of information on the website, accelerate the frequency of information updates, and strengthen link interactions with various quality websites.
3. Make good use of the WeChat information platform, manage and utilize Weibo, QQ groups, Fetion, Baidu, and other fast online information channels to provide the industry with timely and efficient information snacks.
6. Hold meetings scientifically and legally, and improve self-construction.
1. Do a good job in member services and management, attract more outstanding enterprises to join the association, and further expand the coverage of member units.
2. Cooperate well with relevant government departments, serve the government and enterprises; pay attention to coordination and cooperation with local associations and related industry organizations, and assist regions that have not yet established sound laundry and dyeing industry organizations to establish and improve association organizations.
3. Improve the business capabilities and professional level of the secretariat staff, and strive to build the Laundry and Dyeing Committee Secretariat into an efficient and professional team suitable for the development of the laundry and dyeing industry association.
4. Complete the establishment of the Laundry and Dyeing Committee Public Textile Washing Office, with a founding meeting planned for April.
