2012 was the first full year of work for the National Laundry and Dyeing Standardization Technical Committee (referred to as the "Laundry and Dyeing Standards Committee"). Under the leadership of the National Standardization Management Committee, the Ministry of Commerce, and the China General Chamber of Commerce, and with the strong support of committee members and experts, we carried out multiple activities that were recognized within the industry, laying a foundation for promoting the standardization of the laundry and dyeing industry.
1. Review of Work in 2012
(1) Improve Organization and Perfect Work Systems
On May 3, 2012, the inaugural meeting of the Laundry and Dyeing Standards Committee was held in Beijing. The meeting approved the "Charter of the National Laundry and Dyeing Standardization Technical Committee," the "Work Rules of the Secretariat of the National Laundry and Dyeing Standardization Technical Committee," and the "Work Report of the First Plenary Meeting of the First National Laundry and Dyeing Standardization Technical Committee." Certificates were issued to members, and in accordance with the charter, the development and recognition of "Laundry and Dyeing Standards Committee" members began, along with the design of the committee's logo.
(2) Organize the Application, Formulation, and Review of Standards
Together with the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce, four standards were drafted: "Terminology of Laundry and Dyeing Industry," "Technical Specifications for Laundry and Dyeing Service Contracts," "Quality Requirements for Ironing Suits and Trousers," and "Quality Requirements for Cleaning Public Textiles." These were approved and issued by the Ministry of Commerce and officially implemented on December 1, 2012. The formulation and submission for review of two national industry standards, "Star Rating Criteria for Laundry Shops" and "Quality Requirements for Garment Washing," were completed.
(3) Carry Out Standard Promotion Activities
1. Based on current relevant standards and specifications in the laundry and dyeing industry, a knowledge question bank of over 300 questions was compiled for use in industry promotion, examinations, and competitions.
2. During the "2012 (13th) China International Laundry and Dyeing Industry Exhibition," a "National Laundry and Dyeing Knowledge Competition" was held, and the top ten contestants were recognized.
3. Comprehensive promotion of standards was conducted through media such as the "China Laundry" and "China Leather Care" websites and journals. A special column for the "Laundry and Dyeing Standards Committee" was established on the "China Laundry" website, and the "National Laundry Standards Committee" Weibo account was registered.
(4) Cultivate Technical Talent for Standardization Work
Organized committee members and key personnel from related units to participate in the "2012 Standardization Knowledge and Standard Writing Training Course." Those who passed the exam received qualification certificates issued by the China General Chamber of Commerce.
2. Key Work Points for 2013
(1) Properly Carry Out the Project Initiation and Formulation of 2013 Standards
Organize the application and initiation of 2013 standards and the revision of existing standards. Cooperate with the competent authorities to expedite the review and release of completed standards "Star Rating Criteria for Laundry Shops" and "Quality Requirements for Garment Washing."
( (2) Conduct In-depth Research and Correctly Position the Laundry and Dyeing Industry Standard Framework
The establishment of the industry standard system and the development of industry standardization must be based on scientific and objective foundations. Under the guidance of relevant departments, extensive and in-depth industry standardization research should be conducted, referencing the experience of foreign peers. Through scientific planning, the laundry and dyeing industry standard system in China should be determined, aiming to preliminarily establish the standard framework within the current committee's term.
(3) Typical Demonstration to Implement Standards Effectively
1. Carry out pilot work for the star rating evaluation of laundry shops. The "Star Rating Criteria for Laundry Shops" is expected to be promulgated and implemented by the Ministry of Commerce in 2013. The standardized operation and compliance activities of laundry shops will be an important part of quality service activities in the commercial service sector. Work with the Laundry and Dyeing Committee to initiate pilot work for the star rating evaluation to promote the standardization of laundry shops.
2. Supervise and inspect the quality of washing equipment, especially the implementation of safety indicators. Actively cooperate with relevant departments to conduct planned quality investigations of washing equipment, particularly inspections of pressure vessel equipment. Expose unqualified products and seriously non-compliant enterprises to prevent inferior products from entering laundry service companies, ensuring the implementation of all requirements for standardized and safe production. At the same time, cooperate with the Laundry and Dyeing Committee to recommend more high-quality products to the broad laundry service enterprises.
3. Use various forms of publicity and education activities to raise awareness of standardization construction. Through training, media publicity, and knowledge competitions, enhance the understanding of the importance of standardization construction among laundry practitioners, making the promotion and implementation of standards a conscious action of laundry operators. The Laundry and Dyeing Standards Committee and the Laundry and Dyeing Committee should communicate extensively with standard organizations and experts in related industries, further collect and organize the "Compilation of Laundry and Dyeing Industry Standards" as a tool book for industry implementation, so that everyone has standards to follow and can consult them.
(4) Accelerate the Construction of Standardization Talent Teams
Conduct standardization technical training, guide enterprises to implement talent training plans for standardization, strengthen training for standardization practitioners, and cultivate talents with knowledge of standardization, professional skills, and mastery of rules.
(5) Strengthen the Construction of Standardization Information Platforms
Strengthen the construction of standardization information platforms. Timely release national, industry, and local laundry and dyeing related standards on the "China Laundry" website, journals, and related media. Establish and improve the industry standard resource database, use information technology to build an efficient, timely, accurate, and authoritative standardization service platform, form interactive communication channels, and improve the level of standardization management and services. Publish the "Work Bulletin of the National Laundry and Dyeing Standardization Technical Committee" to enhance communication among members and related institutions.
