If customers do not insure their clothes during washing, and the clothes are slightly damaged or still usable and wearable after repair during the washing process, compensation of three times the washing fee should be given, and the original washing fees refunded to the customer; the consumer's pick-up time must not exceed 15 days, and a storage fee of 5% of the washing fee will be charged for each day exceeded... Yesterday morning, reporters learned at the second National Laundry and Dyeing Industry Association Joint Meeting held in Qingdao that in 2013, the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce (hereinafter referred to as the Laundry Committee) will introduce 2 to 4 new industry standards and strive to establish a standardized system for China's laundry industry within five years. The meeting also discussed the newly issued "National Laundry and Dyeing Industry Dispute Resolution Measures" (hereinafter referred to as the "Measures"). Reporters learned that the new measures define various disputes that may arise during the washing process and clarify compensation standards, further protecting consumers' laundry rights.
Establishing an Industry Standardization System Within 5 Years
"With social progress and the improvement of people's living standards, technological laundry and standardized laundry have become new requirements for industry development," said Pan Wei, Executive Deputy Director and Secretary-General of the Laundry Committee and Secretary-General of the National Laundry Standardization Technical Committee, introducing the key work of the Laundry Committee in 2013. It is reported that starting from 2013, the Laundry Committee will establish a standardized system for the laundry industry within five years and cooperate with the competent authorities to revise the "Laundry Industry Management Measures" in 2013. He introduced that the Ministry of Commerce recently issued 48 domestic trade industry standards including the "Commercial Franchise Management Specifications - Retail Industry," among which four standards related to the laundry industry, namely "Laundry Industry Terminology," "Laundry Service Contract Technical Specifications," "Quality Requirements for Ironing Suits and Trousers," and "Quality Requirements for Cleaning Public Textiles," have been approved and officially implemented since December 1 this year. It is understood that the "Laundry Shop Compliance Conditions" are also expected to be issued and implemented by the Ministry of Commerce in 2013. At that time, the Laundry Committee will carry out star rating evaluations and pilot activities for laundry shops, further advancing the standardization construction of laundry shops.
Storage Fee Charged if Clothes Pick-up Exceeds 15 Days
Disputes between consumers and laundry companies during the washing process are common. Although there are many provisions for dispute resolution in China's "Laundry Industry Management Measures," many detailed issues still need to be addressed in practice. Therefore, this meeting specifically discussed the draft "National Laundry Service Dispute Resolution Measures."
According to the "Measures," if the operator finds an error in the washing label when receiving clothes, they should promptly inform the consumer. If the consumer insists on washing according to the label and the clothes are damaged as a result, the operator may not be liable for compensation. For the increasing number of luxury and high-end clothes, value-preserving cleaning is advocated. Operators should conduct value-preserving cleaning for clothes worth over 2,000 yuan based on consumer wishes, reach a written cleaning agreement with the consumer, and clarify cleaning fees, insured value, and service content. If damage, loss, or irreversible changes to the original form (quality) of the clothes occur due to the operator's responsibility during value-preserving cleaning, compensation will be made according to the agreed insured value. For quality accidents such as damage or deformation caused by the operator's responsibility that cannot be restored, the operator may compensate based on the consumer's purchase receipt. If no purchase receipt is provided, compensation will be up to 20 times the washing fee. The "Measures" also regulate consumer behavior: the pick-up time must not exceed 15 days; for each day exceeded, a storage fee of 5% of the washing fee will be charged; if over 60 days, the shop is not responsible for pollution, moth damage, mildew, etc.; if over 90 days, the clothes will be treated as unclaimed.
The reporter interviewed Sun Weipeng, president of the Qingdao Laundry Industry Association, about the "Measures." He said, "Qingdao issued the 'Qingdao Laundry Industry Grade Evaluation and Service Specification Local Standard' in 2006 and established the Qingdao Laundry Technology Training Center and Laundry Accident Identification and Assistance Center, gaining considerable experience in handling laundry disputes. However, with the expansion of laundry service targets and business scope, many new issues have arisen. The introduction of the National Laundry Industry Dispute Resolution Measures will provide policy references for laundry industry organizations across the country in handling disputes, better protecting the rights and interests of consumers and operators."
