At the 2012 Urban Consumer Rights Protection Joint Conference (Nanjing) recently held, consumer associations (consumer committees, consumer protection committees) from 21 cities including Tianjin, Beijing, and Shanghai, along with the China Consumers News Agency, a total of 22 consumer rights protection units, jointly released the "Investigation Report on the Safety Status of Public Textile Products in Urban Budget Hotels." The report shows that the hygiene conditions of budget hotels are worrying, with 60% of bed sheets, bath towels, and towels failing to meet hygiene standards.
A total of 140 batches of public textile products from 48 hotels were sampled this time, involving three types: towels, bed sheets, and bath towels. Among them, 56 batches met the standards, accounting for 40%; 84 batches did not meet the standards, accounting for 60%. There were 12 batches exceeding the total bacterial colony count and fungal colony count limits, 82 batches exceeding the extract pH value limit, 7 batches exceeding the color stain index, and 2 batches exceeding water absorbency limits.
Main reasons and suggestions for unqualified washing of towels and bed sheets:
First, currently, there are more than 100 enterprises washing public textiles in our city, with over 5,000 employees. The staff turnover is high, making it difficult to guarantee washing quality. The technical level is generally low, with less than 5% of professional technical personnel holding national vocational qualification certificates. It is evident that a large number of untrained and uncertified personnel are engaged in frontline washing and dyeing production, inevitably causing poor washing quality.
Second, the cost of washing public textiles continues to increase. For example, the cost to wash one bed sheet is 1.5 yuan, while hotels and restaurants pay 0.8 to 1 yuan. Washing and dyeing enterprises undercut each other, causing vicious price competition in public textile washing. How can enterprises follow standard operating procedures for washing? Especially during peak seasons, rough washing, simple operations, and perfunctory practices often occur.
Third, some laundries reduce charges to compete for business, which also affects washing quality.
Fourth, unlicensed operations are serious, with no technical strength and no advanced equipment. Laundry disputes occur frequently. Some enterprises suffer economic losses due to seeking cheap options.
Fifth, the professional management of public textile washing in our city is chaotic. The industry association has no management authority, enterprises do not use contract texts, and do not implement industry standards, resulting in an unregulated industry that inevitably affects washing quality.
Therefore, several suggestions are proposed. First, it is recommended that relevant municipal government departments and the municipal administration for industry and commerce strengthen the enforcement and inspection of the "Tianjin City Washing and Dyeing Service Contract." Implementing the "Tianjin City Washing and Dyeing Service Contract Text" will enhance operators' legal awareness, positively impact washing quality, and help resolve and reduce laundry disputes. It will play an immeasurable role in standardizing the washing and dyeing industry and promoting the healthy and harmonious development of the city's washing and dyeing industry. Second, according to the national "Washing and Dyeing Management Measures" and Tianjin's local standard "Washing and Dyeing Service Quality Standards," washing and dyeing enterprises are required to have "employees undergo technical training and hold certificates before working." It is recommended that relevant municipal government departments entrust the association with skill training work. First, increase industry skill training for the public, providing skill training for laid-off unemployed workers, migrant workers, and on-the-job employees according to national policies to ensure certified employment; second, encourage washing and dyeing technicians to obtain senior laundry worker, laundry technician, and senior laundry technician titles, and provide corresponding policy subsidies. Improve industry skill levels, ensure washing and dyeing service quality, reduce laundry disputes, and promote social harmony. Third, start from the source by establishing a market access system for public textile washing, banning unregulated and non-compliant washing enterprises to fundamentally ensure the safety of public textile products.
