Notice from the Ministry of Commerce on Launching the 2012 Quality Service Activities in the Trade and Service Industry

Business authorities of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps:
To comprehensively improve the service level of the commercial service industry, create a good atmosphere of "serving the people, striving for excellence" in the commercial service field, and make positive contributions to expanding domestic demand, promoting consumption, and benefiting people's livelihood, the Ministry of Commerce will carry out quality service activities nationwide in the commercial service sector. The relevant matters are hereby notified as follows:
1. Fully recognize the importance of quality service activities
By carrying out quality service activities nationwide in the commercial service field, enhance the service awareness and innovation consciousness of the entire industry, provide high-quality and efficient services to the broad masses of the people, improve public satisfaction with the commercial service industry, and promote continuous improvement of industry trends, service quality, and employee quality. This is of great significance for the commercial service industry to expand markets, serve people's livelihood, promote consumption, and drive domestic demand. Through quality service activities, the concept of providing quality service should become a conscious action of enterprise service personnel, integrated into corporate culture, and become a pillar for enterprise survival and development.
2. Do a good job in support and cooperation
Local commercial authorities should actively cooperate with the China General Chamber of Commerce in organizing activities, support various industry associations in the commercial service fields such as catering, accommodation, beauty and hairdressing, household services, bathing, portrait photography, laundry, and home appliance repair services to promote and implement industry management measures and standards according to their characteristics and realities. They should carry out themed activities such as displaying service badges, vocational skills competitions, service skills exchanges, consumer interaction, and promoting enterprises' quality services and exemplary deeds. Organize commercial service practitioners to demonstrate standards, services, and commitments, compete in skills, quality, and contributions, and strive to create windows that satisfy the public, quality service brands, and outstanding service models.
3. Mobilize broad social participation
Local commercial authorities should fully mobilize the enthusiasm of industry associations and commercial service enterprises, give full play to the bridging role of industry associations and the exemplary role of brand enterprises in the commercial service industry, widely participate, pool wisdom and efforts, and carry out quality service activities in multiple layers, ways, and forms. Centered on the theme of quality service activities "dedicating quality service, striving to create advanced models," select and mobilize a number of large-scale, reputable, and influential large commercial service enterprises to participate in the activities to ensure smooth progress.
4. Create a good atmosphere for the activities
Local commercial authorities should make full use of television, radio, websites, newspapers, magazines, and other media to strengthen publicity and reporting of quality service activities. They can introduce the content of the activities, participating associations, and enterprises by compiling and distributing activity brochures. Strengthen communication with news media, enhance positive guidance and publicity, promote and implement industry management measures and standards, create a good public opinion atmosphere, and expand the influence and visibility of the activities.
5. Strengthen communication and guidance
Local commercial authorities should establish a quality service activity guidance group, strengthen communication with relevant industry associations, and provide guidance to participating enterprises. They should closely focus on industry management work, adhere to the purpose of serving enterprises and the public, enhance industry cohesion, improve work levels, and ensure the activities achieve practical results. They should carefully summarize the effectiveness and work experience of the activities, strengthen information communication, and promptly report the progress of the activities to the Ministry of Commerce.
