——2012 Work Highlights of the China Commercial Federation Laundry Professional Committee
According to the "Guiding Opinions of the Ministry of Commerce on Further Developing the Laundry Industry During the 12th Five-Year Plan Period", the 2011 Director Work Meeting of the China Commercial Federation Laundry Professional Committee (hereinafter referred to as the Laundry Committee), and the first National Laundry Industry Association Secretary-General Joint Meeting's determined work goals, combined with actual work, the 2012 work highlights of the Laundry Committee are issued. It is hoped that all relevant units will attach great importance and actively cooperate to promote the healthy and orderly development of the laundry industry this year.
1. Launch the work of the National Laundry Standardization Committee and continue to promote standard construction
1. Promote the comprehensive work of the "National Laundry Industry Standardization Technical Committee." Undertake the formulation and revision of national standards for the laundry industry and the promotion and supervision of standards, regulate the service and business order of the laundry industry, and improve the service and business level of the laundry industry. Under the leadership of relevant departments of the Ministry of Commerce, conscientiously perform the duties of the Secretariat of the "National Laundry Industry Standardization Technical Committee," and promptly implement the drafting and formulation of various documents of the committee, holding the founding meeting in the first half of the year.
2. Accelerate the approval of standards and the writing of already declared standards. First, assist the Ministry of Commerce in completing the approval of "Laundry Industry Terminology," "Laundry Service Contract Technical Specifications," "Quality Requirements for Ironing Suits and Trousers," and "Quality Requirements for Cleaning Public Textiles," striving for the early promulgation and implementation of these standards. Second, organize the writing of standards approved in the 2012 standard formulation plan to ensure timely completion.
3. Promote the implementation of promulgated standards. Use various forms such as knowledge competitions, supervision inspections, and excellence promotion to enable industry professionals to understand, master, and apply the content of standards. Plan to hold the "China Laundry Industry Exhibition" in Shanghai in September and conduct the "National Laundry Industry Regulations Knowledge Competition" during the exhibition.
2. Conduct vocational skills training and promote certification-based employment
1. Integrate resources to standardize operations and carry out various forms of training activities. Combine with the establishment of vocational skill appraisal stations and vocational (professional) certificate assessments, integrate training resources, gradually standardize training and assessment work, and further promote certification-based employment. While conducting centralized training, organize several key training and exchange activities: in May in Wenzhou focusing on luxury goods care (concurrently holding the "First National Vocational Qualification Certificate Assessment Class for Leather Care Workers"), in July in Xi'an focusing on clothing washing accidents with a national laundry industry technical exchange demonstration meeting, and in September during the "China Laundry Industry Exhibition" in Shanghai, hold the "National Laundry Industry Technical Knowledge Competition."
2. Prepare and distribute vocational training materials. Organize the writing of the "Leather Care Worker" vocational qualification training materials, aiming to finalize by the end of the year. Prepare for the distribution of the new edition of the "Laundry Worker" vocational qualification training materials and the compilation of the exam question bank.
3. Explore new technical exchange and training methods using network technology as a medium.
3. Conduct well-known brand surveys and promote brand building
1. Organize the third national laundry industry well-known brand survey and the selection and commendation of outstanding managers and industry meritorious figures. Centered on the biennial "National Laundry Industry Well-Known Brand Survey," carry out pioneering and excellence activities such as "National Laundry Industry Outstanding Managers," "National Laundry Industry Meritorious Figures," "Trustworthy Products of Laundry Enterprises," and "Standard-Compliant Laundry Shops," planned to start in April and announce results in September.
2. Strengthen brand promotion and expand the influence of outstanding brands. Plan to hold the "China Laundry Industry Awards Ceremony" during the September "China Laundry Industry Exhibition" to grandly commend the recipients of honors such as "National Technical Experts," "National Laundry Industry Well-Known Brands," "National Laundry Industry Outstanding Managers," "National Laundry Industry Meritorious Figures," and "National Laundry Industry Technical Experts." Use various media to expand brand awareness and influence. Establish industry-wide brand awareness and standardized service models, build well-known industry brands, strengthen the honor of outstanding enterprises while enhancing their social responsibility, and promote the branding and internationalization process of laundry enterprises.
4. Perform government department authorization and entrustment work
1. Conduct industry surveys to understand the "assets." Complete the first national laundry industry data statistics and industry situation survey entrusted by the Ministry of Commerce, and write the "China Laundry Industry Development Report (2011)" based on the summary and analysis of statistical data.
2. Organize the revision of the "Laundry Industry Management Measures" under the authorization of the Ministry of Commerce.
3. Conduct the review and revision of laundry-related occupations (job types) in the National Occupational Classification Catalogue. Fully recognize the importance of revising the "National Occupational Classification Catalogue" for the laundry industry, seize the opportunity to include job types such as laundry clerks and alteration tailors in the catalogue, and promote the introduction of new occupational standards.
4. Establish key contact enterprises in the national laundry industry and improve the liaison mechanism.
5. Showcase industry style and popularize laundry knowledge
1. Organize the China Laundry Industry Exhibition. The "2012 (13th) China Laundry Industry Exhibition" will be held from September 24 to 26 at the Shanghai Everbright International Exhibition Center. After more than ten years of effort, this exhibition has become the most influential independent brand exhibition in the Chinese laundry industry recognized by domestic and foreign laundry-related enterprises and institutions. Starting this year, it has been listed as a key exhibition project supported by the Ministry of Commerce.
2. Promote the laundry industry and popularize laundry knowledge. Fully cooperate with major mainstream, well-known, and self-managed media, echo with local associations and laundry enterprises, and promote laundry knowledge to the broad laundry consumer base to eliminate consumer misunderstandings about laundry, standardize laundry services, and showcase the good image of laundry workers. For example, distributing the booklet "Approaching the Laundry Shop—Most Respected Customers" produced by the Laundry Committee in some standardized service laundry shops is one such measure.
6. Improve the functions and functional construction of the Laundry Committee
1. Perform the work of the "Laundry Committee National Laundry Quality Appraisal Center" and the "Laundry Committee National Laundry Accident Rescue Center" (referred to as the "Two Centers"). The Laundry Committee has signed cooperation agreements with quality appraisal and testing institutions with domestic and international qualifications. The two centers officially started work in the first half of the year and use this as support to carry out laundry early warning services, resolving more laundry accidents at the early stage.
2. Establish the "Laundry and Dyeing Committee Secretariat Public Textile Washing Office," which, as a department of the Secretariat, focuses on special exchanges, training, standard formulation, and technical discussions related to public textile washing technology.
3. Appoint part-time deputy secretaries-general to strengthen the Secretariat's work. It is planned to select energetic and well-qualified individuals from local laundry and dyeing associations and key partner enterprises to serve as part-time deputy secretaries-general of the Laundry and Dyeing Committee, aiming to improve the Secretariat's work efficiency.
4. Fully leverage the role of experts and motivate their enthusiasm. By recruiting more young and middle-aged experts, reissuing expert work certificates, and improving related systems, the team will be integrated to enhance the quality and capability of experts.
5. Strengthen information work and fully utilize the information platform. First, further improve the publication quality of "China Laundry." By adding a "Leather Care Special Issue," increase "China Laundry" from a quarterly to a bimonthly publication, and expand the page count from 56 to 64 pages to increase information capacity; second, make full use of online platforms. Strengthen the management of the "China Laundry" and "China Leather Care" websites, increase information volume, and boost visits. Further develop quick information platforms such as "Weibo," "QQ Groups," and "Fetion" to provide more fast information services to industry professionals; third, play the role of the Laundry and Dyeing Committee as the national information hub for the laundry and dyeing industry. Establish a team of information officers mainly from local associations and key partner enterprises, gradually expand the "China Laundry Information Officers" team, strengthen research, release information promptly, and achieve timely sharing of industry information among all member units.
In 2012, the Laundry and Dyeing Committee will continue to act as a bridge and link between the government and enterprises, regulate industry behavior, and reflect enterprise demands. It will cooperate with government departments to carry out industry management, strengthen industry self-discipline, accelerate the construction of independent brands, guide enterprises in independent innovation, energy saving, and emission reduction, enhance enterprise competitiveness, and follow the path of standardized and regulated development.
