The National Bureau of Statistics Issues the "Measures for the Classification of Large, Medium, Small, and Micro Enterprises in Statistics"
On September 2, the National Bureau of Statistics issued the "Measures for the Classification of Large, Medium, Small, and Micro Enterprises in Statistics" under document Guotongzi [2011] No. 75. The previously issued "Interim Measures for the Classification of Large, Medium, Small, and Micro Enterprises in Statistics" (Guotongzi [2003] No. 17) was simultaneously abolished. The classification standards for wholesale, retail, warehousing, accommodation, catering, leasing and clothing industries, and other unspecified industries (resident services, repair, and other services) in the new measures are listed as follows:

Large, medium, and small enterprises must simultaneously meet the lower limits of the listed indicators; otherwise, they are classified one level lower; micro enterprises only need to meet one of the listed indicators.
The enterprise classification indicators are based on the current statistical system. (1) Employees refer to the number of employees at the end of the period; if the number at the end of the period is not available, the annual average number of employees is used instead. (2) Operating income: for wholesale and retail enterprises above the designated size, accommodation and catering enterprises above the designated size, and other industries with main business income indicators, the main business income is used; for wholesale and retail enterprises below the designated size, the commodity sales amount is used instead; for accommodation and catering enterprises below the designated size, turnover is used instead; for other industries without main business income indicators, operating income is used. (3) Total assets: the total assets amount is used instead.
