With the cooperation of the Nanyang Laundry and Dyeing Association of Henan Province, the Nanyang Municipal Bureau of Commerce issued the "Nanyang Laundry and Dyeing Industry 'Twelfth Five-Year' Development Plan" on August 1, 2011. The full text is as follows:

According to the "Laundry and Dyeing Industry Management Measures" jointly issued by the Ministry of Commerce, the State Administration for Industry and Commerce, and the State Environmental Protection Administration, the "Guiding Opinions of the Ministry of Commerce on Further Developing the Laundry and Dyeing Industry," and the spirit of document Yu Shang Shang Mao [2010] No. 153 from the Provincial Department of Commerce, combined with the market demand of our city, development priorities are determined, network layout optimized, gradually forming a wide coverage, reasonable structure, convenient and safe laundry and dyeing service network system, striving to achieve healthy and sustainable industry development, guiding the industry towards low-carbon and environmentally friendly development, promoting technological updates, ensuring people's healthy consumption, and better serving Nanyang's economic construction, hereby formulating the "Twelfth Five-Year" development plan.
I. Industry Status and Issues
The laundry and dyeing industry is a social service industry closely related to people's daily lives. In recent years, the laundry and dyeing industry in Nanyang has developed rapidly. According to incomplete statistics, there are more than 260 laundry and dyeing enterprises in the city, with over 2,000 employees. In 2010, the operating revenue reached more than 50 million yuan, initially forming an industry network and scale combining large, medium, and small enterprises, serving urban residents and social needs. However, due to an incomplete industry standard system, inadequate training, lack of skilled workers, outdated and overused equipment affecting environmental protection, the industry's modernization level is not high. At the same time, incomplete rules and regulations, safety production hazards, and irregular business practices are relatively common.
II. Industry Development Trend Forecast
1. Urban-rural integration creates development opportunities for the laundry and dyeing industry. During the "Twelfth Five-Year" period, with the acceleration of urban-rural integration and the increase in urbanization rate, the laundry and dyeing industry will develop steadily. Popular laundry outlets will enter communities and towns, gradually moving towards large-scale and networked development.
2. The promotion and application of advanced technology and energy-saving environmental protection provide technical support for the development of the laundry and dyeing industry. On July 1, 2011, China will implement the GB25116-2010 standard, marking that China's requirements for perchloroethylene dry cleaning machines will fully align with international standards. According to the State Council's pollution source census data, the laundry and dyeing industry is one of China's top ten pollution sources. Strengthening the promotion and use of energy-saving and environmentally friendly laundry and dyeing equipment and accelerating the elimination of high energy consumption and high pollution equipment is imperative.
3. Using modern technical means to continuously innovate and enrich service items will become a consensus for enterprise development. Actively developing chain operations, logistics distribution, telephone or online reservations, door-to-door clothing pickup and delivery, online payment and settlement, and other modern marketing methods will facilitate consumer convenience and better serve society. In the central urban area, exploring the trial use of public textile leasing and distribution service models will promote intensive industry development.
4. The establishment and improvement of various rules and regulations lay the foundation for standardized operation of the laundry and dyeing industry. With the introduction of technical standards such as "Quality Requirements for Washed Clothes," "Quality Requirements for Dry-Cleaned Clothes," "Quality Requirements for Clothes Ironing," "Opening Conditions for Laundry and Dyeing Shops," "Quality Requirements for Cleaning and Care of Genuine Leather Sofas," and "Quality Requirements for Cleaning and Care of Aniline Leather Garments," as well as the improvement and implementation of various rules and regulations, the creation of laundry and dyeing brands, establishment of internal mechanisms, and improvement of service quality and capability provide guarantees for the development of the laundry and dyeing industry.

Guided by the scientific outlook on development, closely focusing on meeting demand, improving people's livelihood, expanding consumption, accelerating the pace of convenience, chain, and standardized development, establishing overall industry development goals, promoting low-carbon and green technologies and equipment suitable for industry application, implementing safe production, energy conservation and emission reduction, continuously improving branding and modernization levels, comprehensively enhancing service quality, achieving sustainable and healthy industry development, and meeting the needs of the broad masses and society.

VI. Planning Principles
1. Principle of coordination with national economic and social development. The laundry and dyeing industry is an important part of urban commercial service. Its development goals should be guided by national economic and social development plans. The number, scale, and business types of urban laundry and dyeing outlets should coordinate with the overall level of urban economic and social development.
2. Principle of combining reasonable layout and optimized structure. It should reflect the requirements to steadily develop the laundry and dyeing industry, regulate, adjust, and improve existing laundry and dyeing enterprises, reasonably layout and effectively regulate the laundry and dyeing market, and reasonably guide the orderly development of the laundry and dyeing industry.
3. Principle of combining people-oriented and convenient service. According to the requirements of improving efficiency, standardizing operations, and enhancing services, reduce and avoid unfair competition business models, and implement standardized services.
VII. Overall Goals
During the "Twelfth Five-Year" period, laundry and dyeing enterprises will increase by about 10% annually on the existing basis, with industry operating income growing at an average annual rate of over 18%, striving to exceed 100 million yuan in operating income by 2015. Basically achieve reasonable layout, optimized structure, and a convenient and safe laundry service network system.
1. Establish 15 regionally branded laundry and dyeing enterprises with standardized management, strong competitiveness, high-quality service, and honest operation, and 3 nationally branded laundry and dyeing enterprises.
2. All laundry and dyeing enterprises should have one laundry master in charge of technical work. Larger enterprises (with more than five sets of equipment) need to have two engineers or technicians in charge of technical work.
3. The certificate-holding rate of employees in all laundry and dyeing enterprises should reach more than 50%.
4. Newly established dry cleaning shops must achieve 100% usage rate of fully enclosed dry cleaning machines; for existing businesses, all open-type dry cleaning machines used for more than 8 years must be eliminated in principle, and those used for less than 8 years must be retrofitted with added compression refrigeration and recovery systems; public textile washing and dyeing enterprises must completely eliminate large-capacity semi-automatic washing machines. The use of chemical raw materials banned by the state is prohibited to ensure that wastewater and exhaust emissions meet national environmental protection requirements.
5. To ensure the water quality of the South-to-North Water Diversion project, the elimination of open-type dry cleaning machines in Xichuan and Xixia counties must be completed ahead of schedule by the end of 2012.
VIII. Safeguard Measures
1. Attach great importance and strengthen organizational leadership.
The Commerce Bureaus of each county (city) district should further enhance their understanding of the importance of promoting the development of the washing and dyeing industry, regard the washing and dyeing industry as one of the key areas to accelerate the development of the service industry, improve people's livelihood, and expand consumption, and include it in the important agenda of commerce work. The responsible leaders should earnestly take charge and achieve results.
2. Close cooperation and establishment of a linkage mechanism.
Strengthen coordination among government departments. The commerce department should work with finance, industry and commerce, taxation, health, environmental protection, urban construction, urban management departments, and washing and dyeing industry associations to jointly establish and improve a work linkage mechanism, clarify goals and responsibilities, implement tasks and division of labor, communicate in a timely manner, establish and improve internal information reporting systems, coordinate closely, jointly manage, create a good environment for the city's washing and dyeing industry, and continuously improve the supervision and management level of the washing and dyeing industry.
3. Improve systems and perfect the service system.
Based on the "Washing and Dyeing Industry Management Measures," gradually establish and improve industry and local regulations and standards systems. Increase the implementation of the "Washing and Dyeing Industry Management Measures" and related standards to promote the improvement of enterprise management and service standardization. Support and guide washing and dyeing industry associations to formulate the "Nanyang City Washing and Dyeing Industry Consumer Dispute Resolution Measures," establish a washing and dyeing quality evaluation system, and safeguard the legitimate rights and interests of consumers and operators.
4. Policy support to promote enterprise development.
The Commerce Bureaus of each county (city) district should actively coordinate government and relevant departments to support policies for the washing and dyeing industry, encourage enterprises to adopt energy-saving equipment, and improve related policy measures. Coordinate relevant departments to formulate specific plans for eliminating outdated washing and dyeing equipment and raw materials, jointly clear unreasonable charges on the washing and dyeing industry, effectively reduce enterprise burdens, improve the business environment, and create favorable conditions for the healthy development of the washing and dyeing industry.
5. Strengthen supervision and regulate business order.
According to relevant provisions of the "Washing and Dyeing Industry Management Measures," the commerce department should do a good job in enterprise filing, establish archives, and strengthen coordination, guidance, supervision, and management of the washing and dyeing industry in a targeted manner. Establish a washing and dyeing industry statistical system by the end of 2011, improve the evaluation index system, strengthen tracking and monitoring of industry operation and service quality, timely release industry development reports and information, and promote continuous improvement of industry service levels.
6. Give full play to the role of associations and promote industry self-discipline.
First, the city washing and dyeing industry association should improve its own construction and fully play the role of a bridge and link. Standardize industry behavior, reflect enterprise demands, promote industry self-discipline, vigorously advance the construction of the washing and dyeing industry credit system, improve enterprise credit management archives, perfect the credit evaluation system, and promote standardized development.
Second, grasp policies, conduct research, combine with actual conditions, actively carry out industry standard formulation, qualification recognition, quality appraisal, policy and business training, exhibitions and exchanges, information statistics, skill competitions, and other work, strengthen industry guidance, and promote development.
Third, actively cooperate with relevant government departments to control enterprise setup conditions and standards. For newly built or renovated washing and dyeing enterprises, conduct pre-opening inspections and preliminary certification.
Fourth, strengthen talent cultivation in the washing and dyeing industry, focusing on vocational qualification training such as "Laundry Master," improve the washing and dyeing industry professional qualification certification system, continuously raise professional qualification levels, actively explore effective ways to carry out training for washing and dyeing business operators and practitioners, strengthen vocational skills training, and improve the quality of practitioners.
Fifth, provide high-quality services and reduce enterprise burdens. The industry association should actively coordinate with washing and dyeing equipment suppliers to meet the equipment renewal needs of washing and dyeing enterprises with the lowest prices, best quality, and most convenient and thoughtful services. For those who actively purchase and use fully enclosed dry cleaning machines, the city washing and dyeing industry association and equipment manufacturers agree to offer a discount of 5,000 yuan per machine.
