1. The original Department of Commerce Service Management is renamed as the "Department of Circulation Industry Development," the original Department of Market Operation Regulation is renamed as the "Department of Market Operation and Consumption Promotion," the original Department of Service Trade is renamed as the "Department of Service Trade and Commerce Service Industry," and the original Department of Informatization is renamed as the "Department of E-commerce and Informatization."
2. The General Office adds the signboard "Secretariat of the International Trade Negotiation Representatives" and adds the responsibility of "undertaking administrative work related to the performance of duties by international trade negotiation representatives." The Anti-monopoly Bureau adds the signboard "Office of the State Council Anti-monopoly Committee."
3. The responsibilities originally held by the Department of Market System Construction for "coordinating the breaking of market monopolies, industry monopolies, and regional blockades," "leading the organization to regulate retail enterprise promotional behaviors and establish fair trading relationships between retailers and suppliers," and "supervising domestic direct sales" are transferred to the Department of Market Order. The responsibilities originally held by the Department of Market System Construction for "supervising special circulation industries such as auctions, pawnshops, leasing, and second-hand goods circulation," and "promoting and developing the construction of logistics centers and systems, vigorously cultivating specialized third-party logistics enterprises" are transferred to the Department of Circulation Industry Development. The e-commerce related responsibilities originally held by the Department of Commerce Service Management are transferred to the Department of E-commerce and Informatization. The refined oil circulation management responsibilities originally held by the Department of Commerce Service Management are transferred to the Department of Market Operation and Consumption Promotion.
It is clarified that the management of live pig slaughtering, drug circulation management, food safety management, and traceability system construction will continue to be the responsibility of the Department of Market Order. It is clarified that the Department of Market System Construction is responsible for organizing the formulation of regulations and policies to promote the construction of the domestic market system and the development of urban and rural markets, strengthening infrastructure construction such as agricultural product markets and cold chain logistics, promoting production and marketing connection and the docking between agriculture and supermarkets, advancing the construction and upgrading of rural market systems, and cultivating and developing rural markets. It is clarified that the Department of Market Operation and Consumption Promotion coordinates consumption promotion work in the business field. It is clarified that the Department of Circulation Industry Development serves as the comprehensive leading department for domestic trade work.
4. The management and promotion responsibilities for commerce service industries such as accommodation, catering, and domestic exhibitions originally undertaken by the Department of Commerce Service Management, the responsibilities related to promoting the development of service outsourcing originally undertaken by the Department of Foreign Investment Management, and the responsibilities for international freight forwarding and foreign-related economic and trade exhibition management originally undertaken by the Department of Foreign Trade are transferred to the Department of Service Trade and Commerce Service Industry.
5. It is clarified that the Department of Electromechanical and Science & Technology Industry continues to undertake the daily management responsibilities of processing trade, and the Department of Foreign Trade undertakes the responsibility of leading the formulation of overall foreign trade policies, including processing trade policies.
6. It is clarified that the Department of Foreign Investment Management leads the research and promotion of policies for regional opening-up, coordinating and promoting border opening and other types of regional opening-up.
7. The temporary institution "Office of Overseas Cooperation Zones" will no longer be retained, and its business will be merged into the Department of Foreign Investment and Economic Cooperation.
