To promote the further growth and strengthening of China's laundry and dyeing industry, the Ministry of Commerce recently issued the "Guiding Opinions on Further Accelerating the Development of the Laundry and Dyeing Industry," which set the development goals for the industry during the "Twelfth Five-Year Plan" period: striving for an average annual revenue growth of over 18%, with revenue exceeding 100 billion yuan by 2015; gradually optimizing the industry structure; achieving community-based popular laundry service outlets; forming a number of well-managed, competitively strong regional and national brand laundry and dyeing enterprises; achieving a certificate-holding rate of over 30% among practitioners; continuously improving the level of technological application in the industry; and making significant progress in energy saving and emission reduction.
Pan Wei, Secretary-General of the Laundry Professional Committee of the China General Chamber of Commerce, said in an interview that since the reform and opening up, the laundry and dyeing industry, mainly providing cleaning and maintenance services such as washing, ironing, dyeing, and mending of daily clothing and public textiles, has been developing rapidly in China. It is estimated that by 2009, there were about 250,000 laundry shops (factories) nationwide, with annual revenue exceeding 50 billion yuan and more than 1.2 million employees. Currently, the domestic laundry and dyeing industry mainly operates through chain franchises, with many brands emerging, such as Funait, Rongchang, Elephant King, Yiersa, Blanchi, Keyipi, Zhengzhang, Kabo, Jiefeng, Hanhuang, etc., occupying over 80% of the market share, and more than 95% are independent brands. However, the rapidly developing laundry and dyeing industry in China also faces some urgent problems, including an incomplete industry standard system, a shortage of skilled workers, relatively outdated laundry equipment and quality monitoring methods, a low level of modernization, and a significant gap in washing quality, service, and technology compared to leading countries in the international laundry industry such as Europe, the United States, and Japan.
To quickly address the problems existing in the industry's development and guide the healthy development of the domestic laundry and dyeing industry, the Ministry of Commerce, in the issued "Guiding Opinions on Further Accelerating the Development of the Laundry and Dyeing Industry," not only requires localities to formulate and improve development plans for the laundry and dyeing industry based on population size, market demand, and regional economic characteristics but also places great importance on cultivating independent brands and enhancing market competitiveness. It requires the national laundry and dyeing industry to vigorously implement brand development strategies, support key laundry enterprises in strengthening technological research and development, equipment renovation, and the application of new technologies, actively develop modern business models such as chain operations, franchising, and logistics distribution, integrate industry resources, reduce operating costs, increase market share, and form a group of socially reputable and competitively strong leading brand enterprises. At the same time, the industry should strengthen communication and increase the promotion of outstanding enterprise brands and service brands, fully leveraging the leading and exemplary role of brand enterprises, promoting industry excellence and competition, and driving the improvement of the entire industry's management and service levels. The guiding opinions also propose that domestic laundry enterprises should increase the application of modern laundry technologies, continuously innovate and enrich service items, especially increasing specialized services with higher technical requirements such as leather care and bag washing, ensuring washing quality, and providing customers with convenient, differentiated, and green and safe washing services. Additionally, energy-saving and environmentally friendly laundry equipment and resource recycling technologies should be strengthened, and efforts should be intensified to eliminate outdated production processes and equipment with high energy consumption and pollution.
Pan Wei said that from the perspective of brand cultivation, the development of the laundry and dyeing industry’s chain franchise business model should focus on refinement and quality rather than blindly pursuing rapid expansion. He strongly agrees with some company executives who say: "Franchising is mainly about brand management, and the most important goal of brand management is to enhance brand value, which includes both brand awareness and reputation. The development of any brand must balance both awareness and reputation; while pursuing scale, enterprises must also pursue quality. Only by balancing these two points can a brand's value be enhanced." "Running a franchise is like raising a child; parents are responsible for the child's eating, clothing, use, and education. Only in this way can the child grow up healthily." He hopes that enterprises engaged in chain operations can truly achieve this. He also emphasized that from the trend of the industry's future development, laundry shops with relatively outdated equipment, insufficient technical strength, and irregular services, whether single stores or franchise chains, will eventually be integrated or eliminated by the market.
It is reported that to improve the technical level of practitioners in China's laundry and dyeing industry and strengthen talent cultivation, the next step for the Ministry of Commerce will be to focus on vocational qualification training such as "Laundry Master" and improve the professional qualification certification system for the laundry and dyeing industry. At the same time, effective ways to carry out vocational education and training for laundry practitioners will be actively explored, and vocational skills training will be strengthened.
Pan Wei also said that in the coming years, the Laundry Professional Committee of the China General Chamber of Commerce will, based on the principles of fairness, justice, and openness, further improve the "National Laundry Industry Well-Known Brand" survey activities to promote excellence and suppress inferiority, cultivating brand enterprises with high recognition and strong sense of responsibility.
