 ——Work Report of the First Session of the China Commercial Federation Laundry Professional Committee  Wang Shuyuan

Respected directors, representatives, good afternoon everyone!
      The first session of the China Commercial Federation Laundry Professional Committee has fulfilled its duties for 5 years. According to the committee's charter, this session's general meeting will conduct a board re-election. Now, entrusted by the first board of the Laundry Professional Committee of the China Commercial Federation, I report to the conference on the work of the past five years for your review.
  
       1. Establishment and Main Work Review of the Laundry Professional Committee
     In October 2004, with the support of the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission of the State Council, and colleagues in the national laundry industry, the Laundry Professional Committee of the China Commercial Federation was officially registered and approved by the Ministry of Civil Affairs as an association organization for the national laundry industry. In spring 2005, a grand founding conference was held in Beijing, producing the first board of directors, opening a new chapter in the development of China's laundry industry!
     Over the past five years, the Laundry Committee has always adhered to the basic purpose of serving the industry and connecting with the government; actively advocated the industry development concept of "technological innovation, brand creation, environmental optimization, energy saving and environmental protection, and honest service"; and the work policy of "self-reliance, independence, self-sufficiency, self-improvement, unity, cooperation, and development," striving to pioneer and actively advance. From promoting industry progress, enhancing industry cohesion and influence, to strengthening self-construction, improving service quality and economic strength, it has achieved gratifying results and received recognition from relevant departments and wide acclaim from the industry.
     (1) Formulating Industry Standards and Optimizing the Development Environment
     "No rules, no square." Standards and norms are the premise for leading healthy industry development. Over the past five years, according to the opinions and requirements of the Ministry of Commerce, we organized experts to participate in drafting the "Laundry Industry Management Measures" jointly issued by the Ministry of Commerce, the State Administration for Industry and Commerce, and the State Environmental Protection Administration; two industry standards, "Laundry Service Operation Specifications" and "Laundry Service Quality Requirements," have passed joint review and are formally submitted for approval. The "Basic Terms of Laundry Service" is under development; additionally, the formulation of standards such as "Professional Conditions and Technical Requirements for Laundry Enterprise Opening," "Laundry Enterprise Service Specifications," "Laundry Service Consumer Dispute Resolution Measures," and "Laundry Service Contract Clause Specifications" have been included in the national plan.
     This year, entrusted by the Ministry of Commerce, we drafted the "Guiding Opinions on Accelerating the Development of the Laundry Industry," which will be released soon; meanwhile, we undertook the sub-project research on "China Laundry Industry Development Strategy" within the Ministry of Commerce's "China Commercial Service Industry Development Strategy Research," and the first draft has been completed as planned; the National Laundry Industry Standardization Technical Committee was approved by the National Standardization Committee and the Ministry of Commerce in 2009, is currently being organized, and its secretariat will be set up in the Laundry Committee.
     (2) Implementing Brand Strategy to Promote Industry Development
     1. We established three major brand activities of the Laundry Committee:
     First, we founded the "National Laundry Industry Vocational Skills Competition." So far, six sessions have been successfully held. This competition is a national second-class competition under the Ministry of Human Resources and Social Security. Through the competition, more than 60 participants have won first, second, and third prizes in various competition projects, and 16 people have received the highest honor for national labor technical workers, the "National Technical Expert" title,
More than 270 people have been awarded the "National Laundry Industry Technical Expert" honorary title by the Laundry Committee. The competition is judged by referees with national-level qualifications, ensuring its standardization, fairness, and authority.
     Second, we successfully held the National Laundry Industry Summit Forum. The forum has been successfully held four times. Especially during the first China International Laundry Festival in 2009, the "International Laundry Industry Conference" was held, attended by nearly 60 foreign experts from 12 countries and regions including the United States, Canada, Germany, Romania, Japan, and South Korea. More than a dozen Chinese and foreign expert representatives delivered wonderful speeches. The conference produced the programmatic document "Beijing Declaration" for the cooperative development of the Chinese and foreign laundry industries. A special issue published by the International Drycleaning Association called this conference the best in the organization's 50-year history. For the first time, the Chinese laundry industry showcased its overall image at an international conference, which is a pride for Chinese laundry professionals!
     Third, using exhibitions as a platform to showcase the overall level of China's laundry industry, promote exchange and cooperation, and expand the industry market. The "China Laundry Industry Exhibition" has been successfully held 11 times so far.
2. Guiding industry enterprises to follow the brand development path. We have carried out activities such as striving to create the "Top Ten National Laundry Enterprises" and the "National Laundry Industry Well-known Brand" survey to promote brand building in the industry. Over the years, 57 "Top Ten National Laundry Enterprises" have been awarded; two "National Laundry Industry Well-known Brand Surveys" have been organized, recognizing 31 well-known national laundry brands. These practices have greatly strengthened enterprises' awareness of striving for excellent brands.
    (3) Conducting Job Training to Improve Personnel Quality
     1. Formulating national occupational standards and organizing textbook compilation. We cooperated with the Ministry of Human Resources and Social Security to organize the compilation of the "National Occupational Standard for Laundry Workers" and the "National Occupational Standard for Leather Care Workers," as well as supporting vocational training textbooks; published the "Laundry Technology Series" by the China Commercial Federation Laundry Professional Committee, with five volumes published so far.
     2. Establishing training institutions and conducting vocational training. We entrusted relevant local associations and enterprises to establish 13 laundry industry training centers. We directly organized nearly 100 training sessions of various types such as "Laundry Workers," "Laundry Industry Instructors," "National Assessors," and "National Referees," issuing 455 national-level referee, assessor, and instructor certificates, 2019 national vocational certificates; through authorized training, issued 472 industry practice certificates; this year, attempts at online training have also achieved good results.
     3. Selecting outstanding technical backbones to study abroad. Over the years, 31 trainees have been sent abroad for further study. Currently, 20 have completed their studies and returned.
     4. Conducting technical training through special seminars and technical lectures. We have held lectures, seminars, and training exchange activities in Beijing, Shanghai, Guangzhou, Chengdu, Qingdao, Dalian, and other places in the form of the "National Laundry Technology Exchange Demonstration Meeting" and the "National Laundry Industry Summit Forum," inviting national macroeconomists, university professors, and well-known domestic and foreign laundry industry experts. Thousands have participated in training, achieving very good results.    
     (4) Founding the "China Laundry" Journal and Website to Build an Information Platform
     The "China Laundry" journal, founded in 2005, has published 27 issues. After years of exploration and cultivation, its quality has matured.
The "China Laundry" website officially launched at the end of 2004 ( www.chinalaundry.cn ), was reinvested and rebuilt as a national project in 2009. It now offers bilingual interfaces in Chinese and English, with growing industry influence, becoming the largest communication portal in China's laundry and dyeing industry.

II. Some Insights on Carrying Out the Work of the Laundry and Dyeing Professional Committee
(1) Today's achievements come from everyone's support
The achievements of the Laundry and Dyeing Professional Committee today are the result of everyone's joint efforts and the support of relevant national departments and industry colleagues. It can be said that without the support of everyone present and the relevant national departments, there would be no Laundry and Dyeing Professional Committee today.
Therefore, today I am very honored to have the opportunity to sincerely say thank you to everyone here, and also to thank the friends who could not attend today for various reasons! We will never forget the support, help, understanding, and cooperation you have given us over the years. This includes the veteran colleagues who contributed at the founding of the Laundry and Dyeing Committee but are no longer in their positions; as well as some friends who have contributed to the industry's development but have now moved on to other industries.
(2) A heavy responsibility lies ahead, we must not slacken
We are full of confidence about the future, but we must not be blindly optimistic; we must clarify our thinking and define our direction. We must recognize that our current economic foundation is relatively weak, and there is still room for improvement in business innovation and service quality, which still falls short of the industry's development requirements. Especially now, as China is formulating the "12th Five-Year Plan," facing structural adjustments in the commercial service industry, promoting consumption upgrades and system innovation in a new era. To accelerate the development of the laundry and dyeing industry, we must be guided by the scientific outlook on development, oriented towards meeting the needs of the broad consumer base, focus on improving service quality, emphasize brand-building, convenience, and scale operation, accelerate the transformation and upgrading of the traditional laundry and dyeing industry, optimize industry structure, improve automation and informatization levels, and comprehensively enhance service levels and market competitiveness. We will soon organize industry experts to jointly study and formulate the "12th Five-Year Plan" for the laundry and dyeing industry, and welcome everyone's advice and suggestions.
(3) Work earnestly and develop harmoniously
To do a good job in the Laundry and Dyeing Committee's work requires the strength of the entire industry, unity and cooperation, and earnest efforts. The development and progress of an enterprise, an association, or an industry must implement resource sharing, complementary advantages, form synergy, and jointly face challenges. Doing every task well also requires us to be full of affection and passion for this industry. This affection and passion come from our shared sense of responsibility. To achieve win-win cooperation, harmonious development is essential.
Today, we can say: The first plenary meeting of the China Commercial Federation Laundry and Dyeing Professional Committee has successfully completed its historic mission and delivered a qualified report. We laundry professionals have once again gathered in Shanghai, taking advantage of the Expo's auspicious location, successfully holding the 11th China Laundry Industry Exhibition, laundry skills competition, and technical exchange demonstration activities. This conference will elect a new council, and we will jointly discuss plans for the development of China's laundry industry.
