State Council Document Strengthening Work on Production Safety

Recently, the State Council issued the "Notice of the State Council on Further Strengthening Enterprise Safety Production Work" Document No. Guofa [2010] 23.
The document requires that economic development be built on a reliable foundation of safe production. It proposes adhering to the policy of "safety first, prevention foremost, and comprehensive management," comprehensively strengthening enterprise safety management, improving rules and regulations, perfecting safety standards, enhancing enterprise technical levels, consolidating the foundation of safe production, insisting on production and operation according to laws and regulations, effectively strengthening safety supervision, and reinforcing the implementation of enterprise main responsibility for safety production and accountability.
The document focuses on eight major aspects including strict enterprise safety management, building a solid technical support system, implementing stronger supervision and management, constructing a more efficient emergency rescue system, and strictly controlling industry safety access. It proposes further standardizing enterprise safety production and operation behaviors, timely identifying safety hazards, strengthening employee safety training, raising the one-time compensation standard for work-related injury deaths; formulating and implementing safety production plans; emphasizing the elimination of outdated technical products; and strictly enforcing safety target assessments among other requirements.
The document clarifies that from January 1, 2011, according to the "Work Injury Insurance Regulations," for employees who die due to production safety accidents, the one-time death benefit standard will be adjusted to 20 times the previous year's national urban residents' per capita income, paid to the close relatives of the deceased employee. At the same time, it ensures the lawful payment of one-time funeral subsidies, support funds, and pension benefits to the deceased employee's family.
Safety production is equally crucial for the washing and dyeing industry. The Washing and Dyeing Committee has always paid great attention to enterprise safety production work. As early as 2007, the Committee issued the document "Safety Production is Heavier than Mount Tai—Guiding Opinions on Carrying out Safety Production Self-Inspection Month Activities Across the Industry" (Washing and Dyeing Committee [2007] No. 13); an exclusive interview titled "Implementing Safety Production Must Start from 'Health Care'" was published in the 25th issue of the journal "China Laundry." Enterprises in the washing and dyeing industry should effectively strengthen safety work, implement responsibility systems, enhance safety training, establish and improve various safety early warning mechanisms, perfect emergency plans, and improve management levels.
