天津市为规范皮鞋（皮具、包）类保养服务的经营行为，提高水平，维护经营者和消费者双方的合法权益，减少纠纷，根据有关法律、法规，结合天津市洗染行业的实际情况，由天津市工商行政管理局和天津市洗染行业协会共同发布了《天津市洗染服务合同》，并于2010年6月1日起正式执行。
该示范文本将被天津市皮鞋保养专业店统一使用，文本中对天津市皮鞋（皮具、包）类保养服务协议的具体内容、天津市皮鞋（皮具、包）类保养服务收（取）凭证样式以及相关内容都做了详细、明确的要求。它的发布对于维护经营服务双方当事人的合法权益，提高依法签约、履约的法律意识，减少皮鞋（皮鞋、包）类投诉纠纷，促进天津市洗染市场健康和谐发展具有重大意义。
