On December 19, the first China Social Organization Forum (2008) jointly hosted by the Ministry of Civil Affairs, the National Academy of Governance, and Tsinghua University was held at the Great Hall of the People. Vice Minister of Civil Affairs Jiang Li, Vice President of the National Academy of Governance Han Kang, and Vice President of Tsinghua University Xie Weihua attended. Representatives from relevant central and State Council ministries and commissions, national think tanks, higher education institutions, social organizations, and local social organization management departments totaling 170 people participated in the meeting.
The forum's theme was "The Role and Responsibility of Social Organizations under the Global Financial Crisis." The meeting recognized that over the 30 years since the reform and opening up, social organizations in China have gradually developed and grown stronger, with increasing strength and influence, becoming a vital force in social construction and an important power in building a harmonious society. By the end of 2007, there were 386,900 legally registered social organizations, including 211,600 social groups, 173,900 private non-enterprise units, and 1,340 foundations. Currently, they continue to grow at a rate of over 10%. Meanwhile, service-oriented and mass social organizations without legal person status have rapidly developed; there are more than 40,000 rural professional economic associations registered with the Ministry of Civil Affairs and over 200,000 urban community social organizations. According to incomplete statistics from the Ministry of Civil Affairs, nearly 400,000 social organizations employ 4.569 million people from various social sectors, with total fixed assets of 68.2 billion yuan, annual total business income of 134.36 billion yuan, total expenditure of 90.02 billion yuan, and social organization added value of 30.76 billion yuan. The service capacity of social organizations has continuously improved. During the fight against SARS, the "5·12" earthquake relief, and the Beijing Olympics, social organizations each demonstrated their strengths, providing various volunteer services and social work, receiving widespread attention and praise from all sectors of society.
Vice Minister of Civil Affairs Jiang Li stated at the forum that in the context of the current global financial crisis, industry associations and chambers of commerce should focus on promoting development, ensuring growth, expanding domestic demand, and adjusting structure, serving as good government advisors and assistants; conduct in-depth research on domestic and international market conditions and enterprise needs, propose response suggestions, promptly report to the government, and assist in scientific decision-making; boost entrepreneurs' confidence, help enterprises face the crisis, timely adjust business strategies, maintain stable employee teams, fulfill social responsibilities, and smoothly overcome the crisis; undertake industry self-discipline, regulate competition, cooperate with government macro-control, promote structural adjustment, and facilitate sustainable industry development; actively respond to the increasing number of international trade disputes, protect enterprise rights and interests, assist export-oriented enterprises in transformation, and reduce losses.
