To all member units of the Laundry and Dyeing Professional Committee, local laundry and dyeing industry associations, and related enterprises and institutions in the laundry and dyeing industry:

According to the relevant guidance from the Ministry of Commerce on the development of the laundry and dyeing industry, and combined with the 2016 work plan of the China Commercial Federation, the China Commercial Federation Laundry and Dyeing Professional Committee (hereinafter referred to as the "Laundry Committee") has determined the 2016 work highlights based on extensive feedback from member units and the actual industry situation.

1. Continue to strengthen the construction of the standards system and create a new situation in standards work

(1) Complete the project initiation, formulation, and approval of standards with high quality. Carry out follow-up work on completed standards as required, strive for the initiation of new national and industry standards, and ensure timely completion of approved preparation projects; strive for the initiation of the revision of the "Laundry Industry Management Measures," and cooperate with the Ministry of Commerce, Administration for Industry and Commerce, Environmental Protection and other departments to complete the revision work based on current industry characteristics.

(2) Strive to adapt to the new situation of China's economic and social development and technological progress, combined with industry needs. While striving for the initiation and preparation of national and industry standards, fully mobilize the enthusiasm of industry enterprises for standardization work and vigorously develop group standards.

(3) Promote the implementation of published standards. Improve the implementation rules of the "Laundry Shop Compliance Conditions" standard, carry out pilot work for laundry shop compliance evaluation; combined with the publication of the "Laundry Industry Standards Compilation," conduct publicity, education, and training activities on standards through standard knowledge competitions and lectures.

(4) Earnestly perform the secretariat duties of the National Laundry Standardization Technical Committee (referred to as the "Laundry Standards Committee"), fully utilize the advantages of the Laundry Standards Committee in standardization work, and further play the role of committee members.

2. Strengthen vocational training and assessment work to improve technical levels

(1) According to the arrangements of the Ministry of Human Resources and Social Security, carry out the formulation of relevant occupational standards newly included in the "National Occupational Classification" for the laundry and dyeing industry; complete the editing and publishing of the "Leather Care Worker Occupational Skill Appraisal Training Manual," and start the development of the question bank for leather care worker assessment.

(2) Further standardize the existing national occupational qualifications for "Laundry Worker" and "Leather Care Worker" and the training and assessment work for laundry and dyeing industry practice qualifications; give full play to the role of "Senior Lecturers in China's Laundry and Dyeing Industry," continuously improve training effectiveness and assessment standardization; strengthen management of authorized training centers and regulate training behavior.

(3) Cooperate with relevant departments to complete the application for new special occupational skill appraisal stations in the laundry and dyeing industry. Reasonably arrange the skill appraisal stations for "Laundry Worker" and "Leather Care Worker," and assist in the management and coordination of each appraisal station.

3. Conduct industry research and gradually establish an industry data statistics and analysis system

(1) Conduct in-depth research on the basic situation of the industry to provide a basis for government departments and enterprise decision-making. Develop a work plan for laundry and dyeing industry data statistics, and carry out data statistics work step by step using existing conditions; cooperate with the Ministry of Commerce to complete the 2015 laundry and dyeing industry data statistics and analysis, and prepare the annual development report.

(2) Utilize the role of the "Laundry and Dyeing Industry Development Research Office" to conduct comprehensive analysis of statistical data, provide comprehensive and objective information, and make scientific research judgments to guide industry development.

4. Promote high-quality service activities and publicize excellent brands

(1) In line with the 2016 theme of the "National Commercial Service Industry Quality Service Activities" guided and supported by the Ministry of Commerce and hosted by the China Commercial Federation, carefully design related activities and actively promote them. Focus on the biennial selection of outstanding enterprises (brands) in the Chinese laundry and dyeing industry. In 2016, conduct evaluations and releases for: well-known brands in the Chinese laundry and dyeing industry, contributions to laundry and dyeing industry standards, annual figures in the laundry and dyeing industry, emerging awards in the laundry and dyeing industry, national laundry and dyeing industry meritorious figures, outstanding contributors, excellent managers, innovative figures, and trustworthy product awards.

(2) Increase publicity for famous and high-quality brands and build industry name brands. Through events such as the "Third China Laundry and Dyeing Industry Awards Ceremony," more comprehensively and effectively promote excellent brands and advanced figures, enhance the honor and sense of mission of awardees, and build well-known brands in China's laundry and dyeing industry.

5. Focus on industry exchange activities centered on exhibitions and competitions

(1) Successfully hold the "10th National Laundry Industry Vocational Skills Competition." Innovate the vocational skills competition model, explore cooperation with relevant local associations and key enterprises, change the previous centralized competition to a segmented and phased organization format, optimize organizational procedures, further increase transparency, improve organizational level, and ensure the competition is more fair and objective.

(2) Organize the "17th China International Laundry Industry Exhibition" and related activities during the event. Strengthen coordination and communication with cooperating units, adhere to the principle of win-win cooperation, and successfully hold various exhibitions and conference exchange activities.

(3) Hold two to three thematic, authoritative special forum exchange activities. Combine work plans with local laundry and dyeing industry associations and key enterprises, select topics precisely, adhere to the principle of seeking practical results, and carry out forum exchange activities to promote cooperation and technical level improvement among Chinese and foreign enterprises and associations.

6. Utilize expert roles to provide consulting services and dispute mediation

(1) Complete the review and reappointment of experts whose terms are about to expire, integrate the expert team, better utilize experts in service consulting and professional talent training; strengthen the hierarchical construction of the expert team, attract more talents with modern technology and management knowledge to join, and improve the overall quality of the expert team.

(2) Further improve laundry service quality appraisal work. Fully utilize the National Laundry Service Quality Appraisal Committee, establish a strong appraisal expert team, cooperate with local associations nationwide, carry out related work according to the "National Laundry Industry Dispute Resolution Methods (Trial)" and local regulations, to improve laundry service quality appraisal and dispute mediation capabilities; increase technical means and hardware equipment as needed.

7. Improve the information platform to enhance information timeliness and coverage

(1) Fully utilize the WeChat public platforms represented by the "China Commercial Federation Laundry Professional Committee" and "Laundry Encyclopedia (China Laundry Association)," and make great efforts to increase coverage. Publish laundry accident early warnings, popularize laundry knowledge, and provide timely and efficient information services for the industry and consumers.

(2) Further improve the publication quality of the "China Laundry" journal, integrate and optimize column design, increase the proportion of technical and research articles, and highlight the characteristics of a professional journal.

(3) Complete the revision and upgrade of the "China Laundry" website, develop it into an information, technical exchange, advertising, industry data, and resource sharing platform for the laundry and dyeing industry, and gradually build it into a carrier of "China Laundry and Dyeing Industry Big Data."

8. Adhere to the service-oriented concept and strengthen self-construction

(1) Establish a membership information management system for the Laundry and Dyeing Committee to provide quality member services. Improve member data information, implement membership qualification evaluation and dynamic management of member information, attract more outstanding organizations to join the association, and enhance member quality. At the same time, increase service efforts to member units and enhance their social influence.

(2) Improve the internal working mechanism of the Laundry and Dyeing Committee Secretariat, clarify responsibilities, and improve professional quality and work efficiency. Continuously improve working methods and style, and accept supervision from members and society.

(3) Further improve the organizational structure of the Laundry and Dyeing Committee and continue efforts to complete the application work for the China Laundry and Dyeing Association organization.
