On October 24, 2007, the State Environmental Protection Administration held the first expert symposium on the scale of domestic pollution sources for the first national pollution source census of the State Council in the conference room of the Environmental Protection Administration in Beijing. The China Commercial Federation Laundry and Dyeing Professional Committee was invited to send comrades Wang Houzeng and Wu Jingmiao to participate in the meeting.
The meeting was chaired by Comrade Wang Yuqing, Deputy Director of the State Environmental Protection Administration and Director of the Office of the Leading Group for the First National Pollution Source Census of the State Council. The meeting conveyed relevant regulations of the census work based on the spirit of the "Notice of the State Council on the First National Pollution Source Census" and discussed issues such as the census targets and indicators for the tertiary industry.
According to relevant regulations, the laundry and dyeing industry, as a service industry within the tertiary sector, is included as a census target. The scope includes business premises with laundry and dyeing equipment, or laundry facilities that receive laundry service demands elsewhere with a total equipment capacity ≥ 20 kilograms. Laundry shops without equipment are not included in this census. Independent (or relatively independent) laundry and dyeing facilities permanently set up in hotels and restaurants are also included in the census targets. The pollution indicators for the laundry and dyeing industry include wastewater (wastewater volume, chemical oxygen demand, total phosphorus, total nitrogen) and waste gas (waste gas volume, smoke dust, sulfur dioxide, nitrogen oxides), as well as the total designed treatment capacity of all wastewater treatment facilities.
The first national pollution source census is organized by the State Council and is very important. The State Council will also officially issue technical regulations and forms for the census. There will be extensive publicity before the official start in November this year and February next year, with the official start scheduled for the first quarter of 2008.
The Laundry and Dyeing Professional Committee of the China Commercial Federation will actively support and cooperate with this pollution source census work in accordance with national requirements. It is hoped that all relevant units in the national laundry and dyeing industry will actively and truthfully fill out the census materials to contribute to the formulation of national environmental pollution control policies. At the symposium, I also pointed out that the data from this census cannot be used as a basis for environmental protection, taxation, or other charges. The leaders at the meeting immediately stated that this is the national policy and will be clearly explained during publicity.
