On May 6th, the China General Chamber of Commerce and the China Quality Certification Center jointly held the "2008 National Business Sector Energy-saving Products Catalogue" launch conference in Beijing. This conference aims to implement the national energy conservation and emission reduction overall strategy deployment, promote the comprehensive development of energy-saving and consumption reduction work in the business sector, announce a batch of energy-saving products suitable for use and sale in the business sector, and award honorary certificates to some enterprises listed in the 2008 "National Business Sector Energy-saving Products Catalogue." Jiang Ming, Vice President and Secretary-General of the China General Chamber of Commerce, Zhang Bin, Director of the Commercial Reform Department of the Ministry of Commerce, Wu Yuping, Deputy Director of the China Quality Certification Center, and other relevant leaders attended the meeting.
China's "11th Five-Year Plan" clearly requires: "To take resource conservation as a basic national policy, develop a circular economy, protect the ecological environment, and accelerate the construction of a resource-saving and environment-friendly society," and explicitly sets binding targets to reduce energy consumption per unit of GDP by 20% and total emissions of major pollutants by 10% during the "11th Five-Year Plan" period for economic and social development.
The business sector is closely related to people's production and life, covering department stores, supermarkets, specialty stores, accommodation, catering, laundry, bathing, wholesale markets, and other life service industries as well as many foreign trade import and export enterprises. It not only consumes a large amount of energy itself but also plays an important exemplary role in national energy conservation and emission reduction as a window industry. According to statistics, the energy consumption expenditure of large department stores, supermarkets, and other retail industries in China currently accounts for about 40% of total costs. Advocating the sale, use, and promotion of energy-saving products can not only effectively reduce costs but also bring considerable benefits to enterprises; at the same time, it has a significant impact on establishing a resource-saving consumption concept, guiding changes in consumption patterns, and forming a citizen awareness of valuing energy conservation and environmental protection throughout society.
In recent years, the Ministry of Commerce has issued the "Guiding Opinions on Carrying out Energy Conservation and Consumption Reduction Work in the Business Sector" (Commercial Reform [2006] No. 470) and the "Notice of the Ministry of Commerce on Carrying out the 'Retail Industry Energy-saving Action'" (Commercial Reform [2007] No. 199), which are currently the guiding opinions for nationwide energy conservation and emission reduction work in the business sector. Regularly publishing the "National Business Sector Energy-saving Products Catalogue" is an important measure to implement the Ministry of Commerce's requirements and promote energy conservation and emission reduction in the business sector. The China General Chamber of Commerce and the China Quality Certification Center jointly compiled this catalogue to serve the government, business sector enterprises, manufacturers, and consumers.
The collection and evaluation work of the energy-saving products catalogue has always adhered to the principles of openness, fairness, and impartiality. It not only strictly controls the energy-saving effects of products but also puts forward requirements on product safety, reliability, and the social impact of enterprises from multiple aspects. After evaluation, a total of 597 models of 41 categories of products from 200 enterprises involving electrical appliances, lighting, gas, office equipment, electromechanical, building energy saving, new energy, bathroom water saving, and other fields were included in the "2008 National Business Sector Energy-saving Products Catalogue."
By releasing the energy-saving products catalogue, it promotes the use and sale of energy-saving products nationwide in the business sector and leads manufacturers to develop energy-saving products. This is an attempt by the China General Chamber of Commerce and the China Quality Certification Center. Through the annual collection, release, and promotion of energy-saving products in the business sector, guiding their use, and forming a virtuous cycle mechanism, it plays a positive role in building a resource-saving and environment-friendly society.
