In the past two years, with the good and rapid development of the economy and society, the living standards of the people have continuously improved, and consumption demand has steadily increased, promoting the rapid development of the city's laundry and dyeing service industry, which generally shows a good trend. However, problems such as irregular business management, unlicensed operations, operating beyond scope, false advertising, and passing off water washing as dry cleaning, which disrupt market order and infringe on consumer rights, have occurred from time to time, constituting some social disharmonies. To promote the healthy and orderly development of the laundry and dyeing service market, to realize, maintain, and protect the most concerned, direct, and realistic interests of the people, and to create a stable and harmonious social environment for the good and rapid development of Tianjin's economy and the successful hosting of the Olympic Games, the industrial and commercial departments have earnestly adhered to the unity of supervision, development, service, rights protection, and law enforcement. According to the "Laundry and Dyeing Industry Management Measures" and the functions of industrial and commercial administration, in conjunction with the Tianjin Laundry and Dyeing Industry Association, from March 8 to March 18, 2008, a city-wide market regulation and rectification campaign for the laundry and dyeing service industry was organized. During the regulation and rectification work, more than 2,800 law enforcement personnel were organized, over 460 law enforcement vehicles were dispatched, more than 460 laundry shops were inspected, over 240 were ordered to standardize operations, 86 unlicensed operators were legally shut down, 6 false advertising signs were confiscated, market order in the laundry and dyeing service industry was standardized, and illegal acts such as unlicensed operations, false advertising, and passing off water washing as dry cleaning that infringe on consumers' legitimate rights and interests were effectively curbed.
First, leadership attention and clear responsibilities. The municipal bureau leaders attached great importance to the regulation and rectification work, repeatedly requiring the inspection team to maintain high standards, meticulous work, and practical measures, and to promptly report the investigation and handling situation to the public through news media, safeguarding and realizing the most concerned, direct, and realistic interests of the people, truly achieving the principle of industrial and commercial services for the people. Industrial and commercial departments at all levels, based on the actual jurisdiction, formulated feasible regulation and rectification work plans, clarified responsibility requirements, coordinated efforts from top to bottom, and ensured the implementation of organization, measures, personnel, and responsibilities, guaranteeing that the regulation and rectification work of the laundry and dyeing service market was effectively carried out.
Second, thorough inspection with no blind spots. Industrial and commercial departments at all levels, based on reports from the city laundry and dyeing association and actual jurisdiction conditions, organized law enforcement personnel to conduct comprehensive inspections of laundry shops within their jurisdiction through a grid management mechanism. During the inspection, the entire system organized more than 2,800 law enforcement personnel, dispatched over 460 law enforcement vehicles, and inspected more than 460 laundry shops. At the same time, the 12315 complaint and report platform was fully utilized to promptly accept public complaints and reports, actively broaden case sources, and lawfully investigate and handle various illegal acts infringing on consumers' legitimate rights and interests, effectively creating a safe, reassuring, and comfortable market environment for consumers.
Third, strict law enforcement with emphasis on effectiveness. Industrial and commercial departments at all levels strictly investigated and handled various illegal acts in the laundry and dyeing service market according to national laws and regulations, ensuring that violations were pursued and law enforcement was strict, effectively curbing various illegal acts that harm consumers' legitimate rights and interests. However, in law enforcement inspections, more attention was paid to working methods to improve enforcement effectiveness. During the regulation and rectification work, 86 unlicensed foreign operators without dry cleaning equipment who passed off water washing as dry cleaning and harmed consumer interests were legally shut down; over 240 unlicensed operators, including local laid-off workers with incomplete dry cleaning equipment, some clothes washed with water passed off as dry cleaning, and those operating without dry cleaning industry training, were ordered to obtain business licenses within a time limit and, together with the city laundry and dyeing industry association, had their service quality rectified; 6 entities that illegally hung counterfeit "Top Ten Laundry Enterprises" plaques issued by the National Commercial Federation were legally confiscated and ordered to correct immediately.
Fourth, coordination and resource sharing. To timely and accurately grasp various illegal acts in the laundry and dyeing service market that harm consumer rights, the industrial and commercial departments closely cooperated with the city laundry and dyeing association to strengthen information communication. The city laundry and dyeing association fully utilized member resources in each district and county to promptly identify dry cleaning shops suspected of illegal operations, serving as the eyes and ears for the industrial and commercial departments to regulate the laundry and dyeing service market order. Meanwhile, the industrial and commercial departments and the city laundry and dyeing association jointly inspected the laundry and dyeing service market. The association provided valuable advice to the industrial and commercial departments on consumer rights protection regarding laundry contracts, dry cleaning quality, and industry regulations, and offered technical guidance to enterprises for lawful operation, compliance, and improving dry cleaning quality, which was well received by enterprises, achieving a win-win situation in the regulation and rectification work.
Fifth, strengthened publicity and social supervision. In carrying out the regulation and rectification work of the laundry and dyeing service market, industrial and commercial departments at all levels attached great importance to publicity and reporting work, actively strengthening contact with news media, receiving active cooperation and support from media such as Tianjin TV, Tonight News, City Express, and Daily News, which promptly followed up with reports. Tianjin TV continuously reported on the "Urban Report" program, City Express opened a special column for industrial and commercial law enforcement inspections, providing special reports on the regulation and rectification work of the laundry and dyeing service market, exposing illegal dry cleaning shops, thereby creating a supervisory atmosphere throughout society and enhancing operators' awareness of lawful operation and consumers' awareness of rights protection.
