By the end of November, Nanjing will forcibly phase out 500 outdated open-type dry cleaning machines.

Starting from April, ozone replaced PM2.5 as the primary pollutant in Nanjing's air. In the first eight months, ozone exceeded the standard for 37 days, showing a significant year-on-year increase. To control ozone, yesterday afternoon, the Nanjing Environmental Protection Bureau and the Commerce Bureau jointly held an on-site meeting to seal some open-type dry cleaning machines, requiring all to be eliminated by the end of November.
Yesterday afternoon, the joint inspection team went to Changhong Road in Yuhuatai District to inspect nearby dry cleaning shops. Inside a dry cleaning shop named "Longchi," the inspection team found that the dry cleaning machine used was an open-type machine that should have been scrapped. The shop owner told reporters that buying a new closed-type dry cleaning machine costs about 70,000 yuan, and for cost reasons, they continued to use the old machine. Enforcement officers from the Nanjing Environmental Protection Bureau showed the owner the notice to eliminate open-type dry cleaning machines and issued a rectification notice, requiring the owner to scrap the old machine within the rectification period.
After the environmental protection department surveyed the city's dry cleaning industry, there are currently more than 500 open-type dry cleaning machines in use in Nanjing, all of which must be eliminated by November 30.
Like cities such as Beijing, Shanghai, and Hangzhou, Nanjing will provide certain government subsidies to enterprises that proactively eliminate open-type dry cleaning machines. Business owners can receive a subsidy of 20,000 yuan. However, open-type dry cleaning machines purchased after June 5, 2015, will not be eligible for government subsidies.
The environmental protection department reminds that according to the "Jiangsu Province Air Pollution Prevention and Control Regulations," if dry cleaning shop operators do not install odor and exhaust gas treatment devices and maintain their normal use, causing an impact on the surrounding environment, the relevant departments will impose fines ranging from 2,000 yuan to 20,000 yuan.
This year, Nanjing will also carry out rectification targeting other VOC emission industries.

Tian Feng, chief staff member of the Pollution Control Division of the Nanjing Environmental Protection Bureau, introduced that open-type dry cleaning machines emit large amounts of volatile organic compounds — the biggest culprit causing ozone pollution is volatile organic compounds — therefore, such machines have long been eliminated abroad. According to estimates, Nanjing emits about 300 tons of "dry cleaning exhaust" into the air annually due to these open-type dry cleaning machines.
In this rectification, all dry cleaning operators in Nanjing will be prohibited from using open-type dry cleaning machines and must switch to fully enclosed dry cleaning machines; or retrofit open-type dry cleaning machines to forcibly recover dry cleaning solvents.
