Specific Arrangements for the 9th National Laundry and Dyeing Industry Vocational Skills Competition

To the competent departments of the laundry and dyeing industry in all provinces, autonomous regions, and municipalities directly under the Central Government, local laundry and dyeing industry associations, all laundry and related enterprises, all member units and contestants:
The 2015 China Skills Competition — The 9th National Laundry and Dyeing Industry Vocational Skills Competition will be held from August 5 to 7, 2015, at the Beijing Royal Hotel (adjacent to the old China International Exhibition Center). The specific arrangements are as follows:
1. Competition Items and Specific Content
This competition includes six events: the "Sunlight Cup" Laundry Knowledge and Skills Competition, the "Elephant King Cup" Stain Removal Skills Competition, the "Fennis Cup" Leather Care Skills Competition, the "Shagen Cup" Shoe Care Skills Competition, the "Zhengzhang Cup" Garment Ironing Skills Competition, and the "Shinair Cup" Clothing Mending Skills Competition.
The laundry knowledge event uses a Q&A format, while other events focus on practical operation combined with theoretical knowledge exams. The score ratio between theoretical knowledge and practical operation exams is 3:7. The theoretical exam is based on the "National Occupational Standards for Laundry Workers," with questions selected from the "2015 China Skills Competition — 9th National Laundry and Dyeing Industry Vocational Skills Competition Review Guide" compiled according to national vocational training materials. The guide can be downloaded from China Laundry website or studied in the "China Laundry Journal Competition Special Issue."
(1) "Sunlight Cup" Laundry Knowledge and Skills Competition
1. Theoretical exam: 30 minutes time limit, assessed in a Q&A format, including multiple-choice, true/false, and short answer questions. Questions are selected from the "2015 China Skills Competition — 9th National Laundry and Dyeing Industry Vocational Skills Competition Review Guide," with some additional questions from 13 published laundry industry standards, regulations, and guidelines.
2. The organizing committee provides question boards, markers, and other tools.
(2) "Elephant King Cup" Stain Removal Skills Competition
1. Theoretical exam: 20 minutes time limit, closed-book written test, including multiple-choice and true/false questions.
2. Practical operation: 30 minutes time limit. Identify three types of fabrics and three types of stains on them, and remove the stains.
3. The organizing committee provides stain removal machines and agents. Contestants may bring their own stain removers (must be registered and approved by the organizing committee in advance).

(3) "Fennis Cup" Leather Care Skills Competition
1. Theoretical exam: 20 minutes time limit, closed-book written test, including multiple-choice and true/false questions.
2. Practical operation: 45 minutes time limit to complete color restoration on a piece of leather (chosen from bright-colored leather, waxed leather, or patent leather).
3. The organizing committee provides leather, leather chemicals, spray guns, and bristle brushes. Contestants may bring their own leather chemicals (must be registered and approved by the organizing committee in advance).

(4) "Shagen Cup" Shoe Care Skills Competition
1. Theoretical exam: 20 minutes time limit, closed-book written test, including multiple-choice and true/false questions.
2. Practical operation: 60 minutes time limit to complete the decoration and care of a piece of shoe leather.
3. The organizing committee provides shoe leather, leather chemicals, spray guns, and bristle brushes. Contestants may bring their own leather chemicals (must be registered and approved by the organizing committee in advance).

(5) "Zhengzhang Cup" Garment Ironing Skills Competition
1. Theoretical exam: 20 minutes time limit, closed-book written test, including multiple-choice and true/false questions.
2. Practical operation: 30 minutes time limit to iron one suit jacket and one shirt.
3. The organizing committee provides ironing tables and steam irons; contestants bring other tools (e.g., ironing cloth, "mantou" pads), which must be registered in advance.
4. Ironing table: Yousa SP-3 multifunctional suction and blowing ironing table (provided by Beijing Yousa Laundry Equipment Co., Ltd.)
(6) "Shinair Cup" Clothing Mending Skills Competition
1. Theoretical exam: 20 minutes time limit, closed-book written test, including multiple-choice and true/false questions.
2. Practical operation: 150 minutes time limit to mend a triangular hole on plain weave fabric.
3. The organizing committee provides each contestant with a piece of mending fabric and a 9-watt desk lamp; other mending tools are to be brought by contestants.

3. Awards
1. Contestants who achieve first place in various competitions at the national finals will be recommended to the Ministry of Human Resources and Social Security for approval to be awarded the honorary title of "National Technical Expert," and will be issued certificates, medals, and trophies. At the same time, these individuals may apply for promotion to the technician (national level 2) professional qualification; those who already hold the technician qualification may be promoted to senior technician (national level 1) professional qualification.
2. Contestants who place 2nd to 10th in the national finals may be promoted to the senior worker professional qualification; those who already hold the senior worker qualification may be promoted to technician qualification.
3. Contestants who pass the national finals will be awarded the honorary title of "National Laundry and Dyeing Industry Technical Expert," and will be issued certificates and medals.
4. Units that have held regional preliminary competitions and made outstanding contributions during the competition organization process will be awarded the "Excellent Organization Award" and issued certificates.

VII. Accommodation and Meals Arrangement
1. Contestants are responsible for their own transportation, meals, and accommodation. On the competition day, the organizing committee will provide a free lunch.
