The "Laundry and Dyeing Industry Management Measures" were jointly issued by the Ministry of Commerce, the State Administration for Industry and Commerce, and the State Environmental Protection Administration on May 11, and will be officially implemented from July 1, 2007. The Laundry Professional Committee of the China General Chamber of Commerce organized some experts to participate in the drafting of these measures.
According to our preliminary estimates, there are currently about 600,000 professional laundry shops (factories) nationwide, with about 4 million employees, and an annual turnover of 40 to 50 billion RMB. In addition to providing laundry services to the public, the laundry and dyeing industry also widely serves hotels, restaurants, hospitals, schools, and other units, playing an important role in economic development and meeting market demand. At the same time, as a labor-intensive industry, the laundry and dyeing sector provides a large number of employment and entrepreneurial opportunities, contributing positively to social harmony and development.
However, during the rapid development of the laundry and dyeing industry, some prominent problems have also emerged, mainly manifested as: first, disorderly market conditions; second, irregular business practices; third, the use of outdated non-environmentally friendly equipment and raw materials, with wastewater, exhaust gas, and waste emissions exceeding standards, causing environmental pollution; fourth, lagging industry standards and regulations; fifth, a persistently high rate of consumer complaints.
To address the above issues, the Ministry of Commerce, together with the State Administration for Industry and Commerce and the State Environmental Protection Administration, issued the "Laundry and Dyeing Industry Management Measures." These measures mainly stipulate the following: first, clearly define the conditions that laundry operators should meet regarding operating equipment and facilities, health protection, personnel qualifications, and environmental protection; second, require operators engaged in laundry activities to file with the commerce authority at the same level within 60 days after business registration; third, prohibit fraudulent behavior by operators during business activities according to relevant laws and standards, promoting standardized business conduct; fourth, impose procedural and normative requirements on operators in business links with frequent consumer complaints such as garment inspection upon receipt, value-preserving cleaning, service quality, storage, and service vouchers; fifth, make principled provisions on liability for laundry quality issues.
The issuance of these measures is conducive to the lawful administration by local commerce, industry and commerce, and environmental protection departments, carrying out guidance and promotion work for the development of the laundry and dyeing industry; conducive to regulating market order and business conduct in the laundry sector; conducive to protecting the legitimate rights and interests of operators and consumers, promoting the industry's technological advancement, and creating a favorable consumption environment. At the same time, it is also more conducive for industry associations, under the guidance of relevant national and local departments, to focus on strengthening industry self-discipline, advocating honest business practices, organizing the implementation of standards, providing information consultation, conducting technical training, mediating service disputes, and reflecting operators' suggestions and demands, thereby promoting the healthy and harmonious development of the industry.
