Guangdong Province Introduces New Measures for Resolving Laundry and Washing Consumption Disputes

On March 21, 2007, the Guangdong Laundry and Dyeing Industry Association and the Guangdong Federation of Industry and Commerce Laundry and Washing Industry Chamber of Commerce held an information release meeting to announce the new "Guangdong Province Laundry and Washing Industry Consumer Dispute Resolution Measures." Vice President Li Yangchun of the Guangdong Federation of Industry and Commerce, Vice President and Secretary-General Lai Guirong of the Guangdong Consumer Council, Deputy Secretary-General Xie Miaoling of the Guangzhou Consumer Council, and dozens of leaders from relevant departments, laundry and washing experts, legal professionals, and industry representatives attended the information release meeting that day.
At the meeting, Lu Zhiji, President of the Guangdong Laundry and Dyeing Industry Association and the Guangdong Federation of Industry and Commerce Laundry and Washing Industry Chamber of Commerce, released the newly formulated "Guangdong Province Laundry and Washing Industry Consumer Dispute Resolution Measures" (hereinafter referred to as the "Measures"). It is reported that during the formulation process, the "Measures" were thoroughly discussed and agreed upon with the Provincial Consumer Council and the Guangzhou Consumer Council. The newly introduced "Measures" stipulate that consumers can choose between non-insured washing or insured washing when sending clothes for cleaning. For non-insured washing, the washing fee is charged according to the non-insured washing standard; for insured washing, the washing fee is charged at a certain percentage (not exceeding 5%) of the declared insured amount when the consumer sends the clothes, but not less than the non-insured washing fee standard. The "Measures" also specify that if clothes are partially damaged after washing, the operator should repair them. For clothes that have been repaired, cannot be repaired, or are lost, the operator should compensate the consumer as follows: 1. For consumers choosing non-insured washing, if quality problems occur after washing and the clothes still have wear value after repair, the operator should compensate six times the washing fee; if the clothes cannot be repaired or are lost, the operator should compensate twenty times the washing fee; 2. For consumers choosing insured washing, if quality problems occur after washing and the clothes still have wear value after repair, the operator should compensate 25% of the insured amount declared by the consumer; if the clothes cannot be repaired or are lost, the operator should fully compensate the insured amount declared by the consumer. The "Measures" also regulate how to reasonably resolve issues such as missed inspection of laundry and overdue pickup of clothes, and declare that the old "Measures" issued in July 2003 by the unit are simultaneously abolished.
It is believed that the introduction of the new "Measures" will more justly, fairly, and reasonably resolve disputes that may arise between laundry consumers and operators in Guangdong Province during service, provide reliable protection for consumer rights and the legitimate business conduct of operators, reduce the occurrence of "passing the buck" disputes caused by insufficiently specific resolution methods, and help create a harmonious laundry and washing consumption environment in Guangdong Province.
