Reporters learned from the National Development and Reform Work Conference that concluded on November 9 that in 2008, China will further deepen reforms in seven areas including the economic system, investment system, resource product pricing, and social undertakings.
Ma Kai, Director of the National Development and Reform Commission, introduced that in 2008, the development and reform system will focus on advancing deepening reforms by first promptly formulating annual opinions on economic system reform, doing a good job in comprehensive supporting reform pilot projects, and improving the work mechanism for overall coordination and promotion of reforms.
Second, revise and implement the new "Catalogue of Government-Approved Investment Projects," standardize the implementation of the filing system, establish a post-evaluation system for investment projects, introduce management measures for entrusted construction, and expand the scope of entrusted construction projects. Establish a public announcement system and accountability system for major projects.
Third, promote resource-based product price reform and environmental protection fee reform in a controlled and stepwise manner. Steadily advance the reform of the pricing mechanism for refined oil and natural gas. Strengthen the monitoring and auditing of power transmission and distribution costs, improve benchmark electricity prices and renewable energy electricity price policies. Reform the mineral resource tax and fee system. Reasonably adjust water conservancy project and urban water supply prices. Improve the collection methods for pollution discharge fees and garbage disposal charges.
Fourth, promptly address the legacy issues of the separation of power plants and grids in the electric power industry, and promote the separation of main and auxiliary businesses of power grid enterprises. Study and formulate the overall plan for railway system reform. Continue to implement the postal system reform plan and promptly study the full-service reform model for telecommunications enterprises.
Fifth, accelerate reforms in the social undertakings sector. Introduce the overall plan for deepening the medical and health system reform and steadily advance pilot work.
Sixth, implement the SME growth project, carry out the construction plan for the SME service system, encourage regions with conditions to establish SME credit guarantee funds and regional re-guarantee institutions, guide the healthy development of industrial clusters, and continuously improve the development environment for SMEs and the non-public economy.
Seventh, strengthen efforts in legal system construction, promptly draft the "Regulations on the Approval and Filing Management of Enterprise Investment Projects," revise and improve the "Government Investment Regulations" and the "Implementation Regulations of the Bidding Law," and quickly introduce the "Enterprise Bond Management Regulations." Establish and improve the administrative law enforcement evaluation and assessment mechanism. Do a good job in administrative reconsideration and litigation, and deeply promote the "Five-Five" legal education campaign.
