Regarding the Issuance of the "Professional Qualification Certificate" to Compliant Enterprises and the Evaluation Method (Trial)
In order to purify the market environment of the laundry and dyeing industry, maintain proper business order, regulate the behavior of laundry and dyeing enterprises, and effectively protect the legitimate rights and interests of operators and consumers, the Tianjin Laundry and Dyeing Industry Association, based on the industry standards of the People's Republic of China, the "Professional Conditions and Technical Requirements for Opening Laundry and Dyeing Businesses," and the Tianjin local standards "Laundry and Dyeing Service Quality Standards," "Laundry and Dyeing Enterprise Grading Standards," and "Tianjin Laundry and Dyeing Service Management Measures," leverages the strong expert team and concentrated backbone enterprises of the association to carry out the issuance of "Professional Qualification Certificates" to compliant enterprises throughout the industry. The regulations are as follows:
1. Application Conditions: All laundry and dyeing enterprises may apply to receive the "Professional Qualification Certificate."
2. Principles and Requirements:
1. Enterprises shall conscientiously abide by national laws, regulations, and relevant industry provisions, earnestly study, implement, and comply with industry standards, local standards, and the "Tianjin Laundry and Dyeing Service Management Measures";
2. Enterprises shall, within 15 days after obtaining the business license and approval from the environmental protection department, file with the Tianjin Laundry and Dyeing Industry Association and apply for the "Professional Qualification Certificate";
Non-member enterprises already in operation shall register with the Tianjin Laundry and Dyeing Industry Association within three months and apply for the "Professional Qualification Certificate";
3. The Tianjin Laundry and Dyeing Industry Association shall organize experts to conduct basic, business, and technical training for practitioners according to industry and local standards and relevant regulations, and issue relevant certificates after passing examinations and assessments;
4. The Tianjin Laundry and Dyeing Industry Association shall assess and evaluate the applying enterprises according to industry standards, local standards, and the provisions of the "Measures." The results will be published on Tianjin laundry and dyeing information platforms and publicly disclosed in other news media;
5. The Tianjin Laundry and Dyeing Industry Association implements tracking monitoring and annual verification systems. For enterprises that have obtained the "Professional Qualification Certificate," tracking monitoring will be conducted. If violations are found and not corrected in time according to regulations, the "Professional Qualification Certificate" will be revoked, annual verification will not be passed, and the enterprise will be recorded in the credit archive.
3. Composition of the Evaluation Committee:
The evaluation committee is composed of some heads of participating enterprises and experts, responsible for evaluating the professional qualifications of the applying enterprises.
4. Validity Period:
The "Professional Qualification Certificate" is valid for five years: an annual review system is implemented, with one review conducted each year. Certificates not reviewed will be canceled.
5. Fees:
To ensure the smooth progress of the evaluation work, the Municipal Laundry and Dyeing Industry Association has decided to charge appropriate fees for registration, certificate issuance (original and copy), publicity, etc.
1. A processing fee of 100 yuan is charged for issuing the "Professional Qualification Certificate" to member units;
2. A comprehensive fee of 1000 yuan is charged for issuing the "Professional Qualification Certificate" to non-member units.
