Regulations on Strict Industry Self-discipline, Implementing Licensed Employment and Industry Access

To strengthen industry management, standardize the operation and management behavior of practitioners, guide practitioners to love their jobs and work diligently on laundry and dyeing technology, and reduce laundry complaints. The Tianjin Laundry and Dyeing Industry Association, based on the People's Republic of China industry standard "Professional Conditions and Technical Requirements for Opening Laundry and Dyeing Industry", Tianjin local standards "Laundry and Dyeing Service Quality Standards", "Laundry and Dyeing Enterprise Grading Standards", "Tianjin Laundry and Dyeing Service Management Measures", and other relevant regulations, while strengthening industry self-discipline, implements industry market access and licensed employment for practitioners. The specific regulations are:
1. Practitioners in laundry and dyeing enterprises in this city shall conscientiously study, publicize, and implement national industry standards and Tianjin local standards and measures, and strictly self-discipline.
2. Licensed employment targets: To improve the overall quality of practitioners in the laundry and dyeing industry and enhance the technical level of the industry, practitioners in all positions of the laundry and dyeing industry must be licensed to work.
3. Training content and standards: The association leverages its strong expert team and concentration of key enterprises to organize experts to provide legal education and training on basic knowledge, technology, and professional skills of laundry and dyeing to practitioners, so that the majority of practitioners meet the requirements of national industry standards and local standards, and after passing the examination, obtain the employment certificate.
4. Personnel who have obtained the employment certificate will be subject to full-process tracking management, and an assessment system will be established.
5. If licensed personnel receive complaints or have issues related to operation technology or business, the association will issue a written warning and require rectification within a time limit. If the employment standards are still not met, the association will revoke the employment certificate, notify the enterprise within the association's member units, and record it in the enterprise's credit file.
6. Enterprises must have no less than 50% of their practitioners (including management personnel) obtain employment certificates to qualify for the "Professional Qualification Certificate."
7. After obtaining the "Professional Qualification Certificate," enterprises are qualified to be graded according to Tianjin local standard "Laundry and Dyeing Enterprise Grading Standards."
8. Licensed employment of practitioners is linked to the assessment of the "Professional Qualification Certificate" and enterprise grading. For behaviors specified in Article 5 of these regulations, the annual verification will be suspended and the enterprise will be downgraded.
